Draft 2024 Annual Status Report
Andrew Martin, the Environment Health and Licensing Manager at Elmbridge Borough Council, introduced the Draft 2024 Annual Status Report. The ASR is a requirement under part four of the Environment Act, which mandates local authorities to report on air quality within declared Air Quality Management Areas (AQMAs). Elmbridge has six such areas.
The report, prepared by specialist air quality consultant Stantec, covers air quality monitoring for 2023 and updates actions from the 2021-2026 air quality action plan. It aims to inform residents and workers about local air quality and the measures being taken to improve it. The council's approach has been praised by DEFRA in previous years.
The ASR includes a section on Local Responsibilities and Commitment,
enhancing transparency on the roles of members and officers in improving air quality. The report will be submitted to DEFRA by 28 June 2024, with a nine-working-day call-in period before it is published on the council's website.
Particulate Monitoring
A question was raised about the monitoring of particulates, which are now understood to be as harmful as nitrogen dioxide. A successful bid for a portable monitor has led to its installation on Esher High Street, where it has been operational since early April. The monitor's results are available live on the council's website. The location was chosen by air quality consultants as a worst-case scenario, and the monitor is mains-powered, making it a permanent installation.
Health Impacts of Air Quality
The discussion highlighted the severe health impacts of poor air quality, including its links to lung cancer, bronchial issues, and nervous system diseases such as Alzheimer's and Parkinson's. The council acknowledged that vehicle emissions, a significant contributor to air pollution, fall under the jurisdiction of Surrey County Council. However, Elmbridge Council is working closely with them to implement measures to reduce air pollution.
The cabinet members for planning and environmental health, and for climate change, environmental services, and sustainability, approved the recommendations to consider and submit the draft ASR to DEFRA.
