This meeting was scheduled to include a review of the committee's terms of reference, and a discussion of the draft recommendations for a community governance review of all of the parishes and town councils in Telford and Wrekin.

Community Governance Review - Draft Recommendations

The committee was scheduled to receive a report pack that included draft recommendations from officers on changes to local electoral boundaries as part of a Community Governance Review (CGR).¹ The review included proposals for changes to the boundaries, names, number of councillors and wards of many of the borough's parish and town councils. For example, it was proposed that:

The Parishes in Telford & Wrekin have not been reviewed in their entirety for many years. During that time two reviews of the Borough’s boundaries have taken place, resulting in some anomalies within Parish areas.

The report pack also noted that the draft recommendations were based in part on 79 submissions from members of the public that the council had received during an initial consultation period that ended on 18 December 2023. The report pack included a summary of the draft recommendations, a map and a timetable for the review.

The committee was asked to:

• Note the draft proposals.
• Finalise the proposals, including any amendments agreed by the committee, to be put out to public consultation.
• Agree the final timetable for the review.

Terms of Reference - Boundary Review Committee

The committee was scheduled to review its draft terms of reference for the 2024/2025 municipal year. These were largely unchanged from the previous year, except for:

one minor change suggested to the Terms of Reference (shown in red on Appendix A) to provide clarity around the process for appointment of a Chair for the Committee.
