The meeting covered several key topics, including the approval of previous meeting minutes, a detailed progress report on council performance, a refreshed Environment and Sustainability Strategy, and an update on the UK Shared Prosperity Fund program. The discussions were thorough, with significant input from councillors and officers.
Progress and Delivery Report
The council reviewed the progress and delivery report for Quarter 4, covering January to March 2023-24. Claire Bailey presented the report, highlighting that 83% of all measures were either exceeding or within agreed tolerance of their targets. This was a slight reduction from Quarter 3. Key areas discussed included:
- Recycling Rates: The recycling rate was reintroduced in the report, reflecting seasonal fluctuations.
- Disabled Facilities Grants (DFG): Councillor Young expressed frustration over the lengthy process for DFGs, which involves both the County Council and West Lindsey. Sally confirmed ongoing lobbying for fairer funding distribution.
- Market Stalls: The introduction of an antique market was discussed, with positive feedback from local businesses and the public. However, the market organizers had to step back for personal reasons.
- Council Tax Collection: There was concern over the declining collection rate, despite recent improvements. Nova confirmed a detailed review and action plan are in place.
- Fly-Tipping: Councillor Paterson noted the high number of fly-tipping cases. Sally mentioned that higher fines have led to quicker payments, and new measures will be introduced in 2024-25 to track fixed penalty notices.
Environment and Sustainability Strategy Refresh
Councillor Bunny presented the refreshed Environment and Sustainability Strategy, which aligns with the corporate plan and the Central Lincolnshire Local Plan. Key points included:
- Medium-Term Carbon Reduction Objectives: These include a fully decarbonized fleet and renewable energy sources for heating the Guildhall.
- Community Involvement: The strategy emphasizes the role of residents, businesses, and partners in achieving sustainability goals.
- Amendment: Councillor Bunny proposed an amendment to ensure the strategy reflects current thinking and successes, which was accepted.
UK Shared Prosperity Fund Update
Sally presented an update on the UK Shared Prosperity Fund, which allocated £2.7 million to West Lindsey. Key points included:
- Progress: 38% of the total grant was spent by the end of the financial year, with the majority of expenditure expected in the final year.
- Challenges: Recruiting a Green Spaces Officer has been difficult, but a new approach involving contracted resources is being implemented.
- Geographic Spread: The funding has been distributed across the district, but some areas, particularly smaller villages, have yet to benefit significantly.
Work Plan
The work plan for upcoming meetings was reviewed, with no additional comments or changes proposed.
The meeting concluded with thanks to the officers and councillors for their contributions.
