Summary

The Supporting Vulnerable Adults Dynamic Purchasing Vehicle (SVA DPV) will be expanded to include six new care providers, following a decision by Jason Strelitz, Corporate Director of Adults and Health at Newham Council. The decision, which was made in consultation with Councillor Neil Wilson, Cabinet Member for Health and Adult Social Care, will expand the number of providers available to the council when making individual placements and establishing new schemes for vulnerable adults in the borough. The decision has been made to ensure the council can [a]chieve good value and quality when placing single vulnerable adults in supported living services, and that the council is compliant with public contract regulations.1 No objections to the report's recommendations were raised by officers or the lead member during the consultation.

Supporting Vulnerable Adults Dynamic Purchasing Vehicle (SVA DPV)

Six new providers will be admitted to the SVA DPV. The SVA DPV is a system set up by Newham Council for buying care services from approved providers. There are several categories of service offered through the DPV. This decision is about the Supported Living category. The Council uses the Supported Living DPV in two ways:

5.5.1 Route 1 – Individual Placements

The DPV establishes ranked lists for 9 specialisms within Category 1 (each with 3 sub-categories2) for individual placements made via the DPV through Route 1.

5.5.2 Route 2 – Schemes

The Council has an ambition to develop more schemes tailored to best meet similar needs. This will over time provide a strategic pathway of high-quality specialist services and maximise the use of economies of scale reflecting a defined cohort of need. Scheme contracts will be tendered via Route 2.

The new providers were admitted to the DPV after meeting minimum quality standards in a process known as 'Round 2'. These providers will now be eligible to bid for new contracts with the council and provide services to vulnerable adults in the borough. The Council has said that more providers can apply to join the DPV during the lifetime of the scheme.

5.11 The Stage 1A process will be undertaken on multiple occasions throughout the lifetime of the DPV to allow new entrants onto the DPV.
