The meeting focused on the election of the Chair and Vice Chair for the 2024-2025 municipal year, the appointment of subcommittee chairs, and other procedural matters. Councillor Zillony Cooper was elected as Chair, and Councillor Bugani was elected as Vice Chair. Five subcommittee chairs were also appointed.
Election of Chair for 2024-2025
The meeting began with the election of the Chair for the 2024-2025 municipal year. Councillor Zillony Cooper was nominated by Councillor Harp and seconded by Councillor Sinden. Councillor James Baker was also nominated by Councillor Newton and seconded by Councillor Hudson. A vote was taken, and Councillor Cooper received six votes, while Councillor Baker received fewer votes. Councillor Cooper was elected as Chair.
Election of Vice Chair for 2024-2025
Next, the committee elected the Vice Chair. Councillor Bugani was nominated by Councillor Sinden and seconded by Councillor Vichir. Councillor Baker was also nominated and seconded by Councillor Newton. A vote was taken, and Councillor Bugani received five votes, while Councillor Baker received three votes. Councillor Bugani was elected as Vice Chair.
Apologies for Absence
Apologies were received from Councillor Adamson, who was substituted by Councillor Harp, and from Councillor Fairhurst. No other apologies were noted.
Approval of Previous Meeting Minutes
The minutes from the Licensing and Regulatory Committee meeting held on May 30, 2023, and the Licensing and Regulatory Act meeting held on March 19, 2024, were approved.
Declarations of Interest
No declarations of interest were made.
Appointment of Subcommittee Chairs
The committee then moved on to appoint five subcommittee chairs. The following nominations were made and seconded:
- Councillor Baker, seconded by Councillor Sinden
- Councillor Elbourn, seconded by Councillor Harp
- Councillor Fishley, seconded by Councillor Sinden
- Councillor Bugani, seconded by Councillor Sinden
- Councillor Newton, who self-nominated and was accepted
Di Mitchell, the Senior Licensing Officer, explained the role and importance of subcommittee chairs, noting that additional training would be provided. The nominated councillors were confirmed as subcommittee chairs for the municipal year.
The meeting concluded with a reminder that the webcast would end, but remote attendees should remain for upcoming training.
