Good evening members of the committee. Welcome to this meeting of the license and regulatory committee. The time is now 7.30pm. The meeting has commenced and is being broadcast live on the Council's website. For those of you that have not met me yet, I'm Simon Rumsby and I am the Democratic Services Officer and the Clerk for this meeting. The first item on the agenda is the election of the Chair for the 2024-2025 municipal year. In accordance with paragraph 4.11.2 of procedural rule 4 of the Council's constitution, I am the representative of the Head of Paid Service and will conduct the election of the Chair. Therefore, members of the committee, please can I call for any nominations for the election of the Chair. Thank you. I would like to propose Councillor Zillony Cooper to be Chair. Thank you very much. Thank you. Councillor Harp has proposed Councillor Cooper. Do we have a seconder? Thank you, Councillor Sinden has seconded Councillor Cooper. Are there any other nominations? Thank you. I would like to nominate James Baker, Councillor James Baker. Thank you. Councillor Newton has proposed Councillor Baker. Are there any seconders? Yes, behind you. Yes, I'd like to second James Baker. Thank you, Councillor Hudson has seconded Councillor Baker. Are there any other nominations? I will now take a vote for each candidate in turn. Councillor Cooper has been elected Chair of the Committees for the Municipal Year. Councillor Cooper will now take the Chair and I will hand over the Chair notes. Thank you, Councillor. Sorry. Thank you, Councillors. My first action as Chair is to welcome you to this Licensing and Regulatory Committee. I'd like to remind everyone that this meeting is being recorded and webcast live. Anyone present therefore accepts that they may be filmed or recorded. If any members of the committee are attending remotely, they're reminded that whilst they can comment on any item, they're unable to vote or propose or second any motion or nomination. Please ensure that all mobile phones are silenced. All microphones are currently muted. When called to speak, members should turn on their microphone and address the committee by speaking clearly. To assist in the smooth running of the meeting, members are asked to remember to turn off their microphones when they finish speaking. The next item of business is the election of a Vice Chair for 2024 to 2025 Municipal Year. Therefore, members of the committee, I call for any nominations for the election of Vice Chair. Any further? Councillor Bugani is elected therefore as Deputy Chair for Licensing and Regulatory. So thank you, Councillors. Councillor Bugani has been elected as Vice Chair for the Committee for the Municipal Year. Three is apologies for absence. I have not been informed of any apologies for absence. Have any apologies been received? We have received apologies from Councillor Adamson, substituted by Councillor Harp, and we've received apologies from Councillor Fairhurst. Thank you. I can confirm that no other apologies have been received from other Councillors, other than from Councillor Fairhurst and Councillor Adamson. The next item of business is the approval of the minutes to confirm the minutes of the Licensing and Regulatory Committee held on the 30th of May, 2023, and to confirm the minutes of the Licensing and Regulatory Act held on the 19th of March, 2024. Do I have permission of the committee to sign the minutes of these committee and subcommittee meetings? Yes. Thank you, Councillors. Agenda item five is next. Are there any declarations of interest? No declarations of interest. The next item of business is the appointment of five subcommittee chairs. Please may I receive nominations for all five posts? Do I have any nominations? Councillor Baker? Yes. Okay, so seconded by Councillor Sinden. And Councillor Smith? I'd like to nominate Councillor Elbourn. Okay, Councillor Elbourn. Do you have a seconder? Councillor Harp, thank you. So we've got Councillor Elbourn, Councillor Baker, Councillor Fishley. Can I nominate Councillor Pagani, please? Councillor Pagani, do you have a seconder? And one further. Remember some of these meetings maybe in the evening. They won't all be during the day. I'm happy to nominate myself if a substitute can do that. Can we, are we allowed to do that? Only committee members. Okay. We can only nominate committee members rather than substitutes to go as chair of subcommittees. One further. Chair of subcommittee required. Okay. Can we, could we just do a brief overview of the requirement, very brief overview of the requirement for a subcommittee chair on microphone so that those that are new councillors can hear? Is that possible? Good evening, councillors. I'm Di Mitchell, the senior licensing officer. You'll be hearing a lot more from me shortly in the training, I'm afraid. However, the subcommittee chairs are basically, we form a subcommittee of three people to take the hearings through. And we must have a chair, clearly, and two other members from the committee. It's very important that we have a number of subcommittee chairs because councillors cannot sit on a hearing for an application that's in their own ward. So you can imagine if it's a Rygate or about, you know, wherever it might be, sometimes that reduces the number. We do offer some additional training for the subcommittee chairs, which is around the procedures. I know Councillor Cooper did that last year along with some of the others to give you that support. And we're here to answer any questions as we go along. So it's ostensibly to actually run the hearings as they arrive rather than the whole committee business. Thank you. Can I just ask, can I stand as a subcommittee chair as well? I am aware that Councillor Kelly in the past did indeed chair a number of subcommittees when he was the chairman. So I'm sure that's allowed. Yes, must be. I'm happy to stand as a subcommittee chair if it's acceptable. Okay. Councillor Newton. Yes.
