So we received a request from the parish council for some way to me strictions at these two junctions with main road
concerns about parking associated with the school and
Evidence on site indicated that parking was taking place in these areas and
resulting in
obstruction to visibility for both vehicles and pedestrians
We therefore proposed the no waiting at any time restriction are shown on appendix a
And received one objection
based on the impact on the availability of parking in the area and the objective feels also that the
Restrictions are unnecessary
However in the interests of highway safety
The recommendation in this report is that this objection is overruled so that these restrictions may be introduced. Thank you

Sheppo stow which is the 1166 drove Road

The B 1166 drove road to Sheppo stows currently subject to a 40 mile an hour limit next slide, please
Had a request from a resident for this 40 to be reduced to 30 mile an hour
So in our course with our policy this relies on the speed mean speed of traffic being at or below 33 miles per hour
In this case, it was 35 which renders it a borderline case in accordance with the policy
Therefore the committee may give approval for the statutory consultation for 30 mile an hour limit at this location

I've got an apology to make to the committee in that I often say that I've been to a lot of places in Lincolnshire
And I have a confession to make in that. I can't honestly remember having having traveled along this road
But I'm going down to Spalding soon. So I will go and have a look anyway
However, we have somebody with knowledge and that's Councillor pepper

Know this location extremely. Well, I travel it very frequently
And I'll be up front from the start to let you know. I've received a small amount of lobbying
However, I do have an open mind about the application
The request there's been this request for speed limit because of the fairly recent linear development of houses on both sides of the road
The plan we had there a few seconds ago
Is slightly dated because actually more houses now than what there is on that plan
Just to say there's presently an unenforceable
Voluntary speed limit along the road and has been for a while with local hauliers and local drivers agreeing to not travel
in excess of 30 mile an hour
The links you road safety partnership speed camera van regularly visits list this location and local volunteers also operate speed watch
What seals the reduction from 40 to 30 for me is the close proximity to the primary school
And we all know what traffic is like at school times
The plans gone now
But if we looked at the plan where the there's a staggered Junction the school is right on that Junction
and
another thing is there's no footpaths apart from just in front of the school and
Mean that children and parents if they walk to school they have to walk along the road
Mr. Chairman for these brief reasons stated I wish to move the recommendation in support of the 31 hour limit

4.3 then and that is to Hackington st. Andrews Street and Church Street Jan, please

So there's two sites in Hackington that were we're concerned with today

Both in the center of the village next slide, please
St. Andrews Street is very narrow and currently there are several lengthy h-bar markings
which have been applied over a long period of time to discourage parking along the narrow sections of the road and
the proposal is to replace these with
enforceable double yellow lines as shown in Appendix B and
Church Street
Church streets a busy route and parking adjacent to the junction with Cameron Street
does cause issues for traffic maneuvering through this area and
And again, the other lines are proposed as shown
you've had two objections and
one for each site and
Really around the displacement of parking parking being removed from residents frontages
And also the displacement of parking that might result
the restrictions proposed both locations will maintain traffic flow and improve highway safety and
The recommendation therefore is that the objections are overruled. Thank you
So therefore open to committee and I'm looking around to see somebody with some local knowledge for this area
I've been down to whole beach quite a bit
For various reasons over a period of time

Thank you final one today is the proposed puffing crossing facility on Spalding Road at whole beach next slide, please
So concerns have been raised in particular regarding
School children crossing the road here as it is in the vicinity of William Stuke Lee school
The recruitment of the school crossing patrol has proved difficult at this site and
So we received a request for a crossing facility and subsequently a survey was carried out which gave us a result of
0.82
This justifies a zebra crossing in accordance with the policy
however, given the high traffic flow a
Zebra is precluded where you have an average of over 500 vehicles per hour
so the first part of this
Excuse me. The first part of this the recommendation in the report is that the committee
Agrees to the upgrade of a zebra to a puffing crossing facility as they are permitted to in the policy
Should they
Well, we subsequently advertised the puffing crossing
And received a number of objections to the locations shown here
It comes with its associated zigzag markings and these will remove on-street parking
the
Objections have been received
from a number of businesses
and
Members have been in receipt of a large number of objections that have come in recently from various members of the public also
the objections relate to the loss of parking and the impact that this will have on
nearby businesses and there is a question for the need for a crossing at this location and
That should be other options should be explored of crossing move to another location. So it does not impact on businesses in this area

Firstly the proposed location of the crossing does reflect the desire line of pedestrians using this area
It's important that we build an installation where it's used. Otherwise, it will not be
utilized fully
And in terms of loss of parking we can see that existing waiting restrictions are in place
On Spalding Road is shown
So that the crossing the zigzags of the crossing actually only displays parking for about three vehicles
although
Clearly on double yellows you can load and unload and blue badge holders can park but and the zigzags will
prevent this from happening
so bearing in mind the fairly minimal impact on on on street parking and the
Availability of parking either side of the crossing and on side streets
the second recommendation in the report is that the objections are overruled so that it may be introduced as part of the
Community crossing initiative. Thank you

There isn't much to add to this obviously already what what's been presented and what's in the in the report?
But I felt it was particularly important
To be here to show that I am in very much in strong support of this and the importance of it
I actually was the one that submitted the request for this crossing as a priority need in my division and
That was due to the number of requests that I received from from residents from parents of the school
The school have been wanting this crossing for a number of years as have many parents
I was contacted by one particular parent who had
Quite a severe scary incident with them and their daughter
I want to avoid that happening to anybody else at all
That's be visiting the school or also the public park that is also in front of the school
So for me, I fully appreciate the comments of the businesses locally
For example, the pub is one that I've enjoyed many Sunday lunches in and it is a fabulous
Facility, but but I do consider the safety elements far outweigh that concern and actually there is very close parking
Very very close proximity to the pub for their customers to still enjoy which is also free parking as well
So I think those safety concerns really do outweigh the impact that could you know, really realistically be felt at the public house
Other locations as Gianna said were considered and absolutely this needs to be the maximum use which will benefit the pub
For the customers crossing the road as well as the school
Just for anyone who isn't clear on the location of it. The school is actually behind a wall and a park
So a lot of people who are traveling through Holbridge are not aware that school is there which is one of the reasons why?
There has been so many kind of quite near-miss incidents
So for me, it's it's absolutely is a reason and I am 100% support behind this and obviously
I hope that you do too any localized questions, obviously, I'm happy to answer but thank you for the opportunity to speak. Thank you

Anaerobic digester at Hemsworth cliff. So mr. McBride, are you ready? Thank you chairman. Good morning councillors
you have a planning paper this morning takes us to Hemsworth and
Planning permission is sought to construct a six megawatt anaerobic digestion plant with associated waste
reception building
vehicle at fueling station free free digesters
gas bag and
New access road to land to the west of Hemsworth Biogas limited Hemsworth cliff
And also the application is
Subject to an environmental impact assessment, which has been submitted pursuant to the town and country planning
environmental impact assessment regulations
the environmental statement has been
submitted at which has assessed the potential impacts of the proposed development along with the
Mitigation measures proposed to avoid reduce and if possible remedy any significant adverse impact
So I'll just take you through the slides to start off with the first slide
shows the

to the north of the
63 sorry a six free one which as many councils will know
goes from basically from Gainsborough to
Canby corner
the
Red line shows the application area and adjacent is the existing
Anaerobic digestion plant and you'll see some photographs of that shortly and you can also see on that plan the

This is just one of the former hangers which is currently used for an industrial type purpose

So that's just to give you some context to the application site and what's proposed
I'll just go through now the the main points in the committee report just to highlight the bits that just want to draw your
attention to so
The first part of the report just gives a bit of background
And that permission was first granted for an anaerobic digestion plant in this location in
2012 and since then the operations has expanded
As further planning permissions have been granted
so what currently has permission is the the ad planet you saw on the photos and
currently the
Throughput for that facility is up to 200,000 tons per annum
Principally comprising of
Catering food waste and from various
Locations in the East Midlands and Yorkshire and Humberside
And then going through the going through the report paragraph 6
Lists the various buildings and equipment that are proposed
From this for this application. I won't go into into any detail
It's all set out there in terms of the dimensions of the various buildings and what sir what those buildings are proposed for?
And moving on you can see a paragraph 15
Sets out the proposed
Feed stock which is very similar in nature to what the existing ad planter
Uses in terms of catering disused catering waste and from a food waste and from supermarkets
and again
The proposal is for the the new facility to process up to 200,000 tons per annum
Paragraph 16 confirms that the application is
For a development which is classed as environmentally impact assessment type development and therefore
An environmental statement had to be submitted with the application. You'll see there that
although the application has been
With us for a little while now that there's been a need to request further information
from the applicant and now we are content that we have all the
environmental information for us to properly assess the application and
Then the subsequent paragraphs set out the various
topics
that the environmental statement deals with and
Addresses the conclusions or summarizes the conclusions for each of those specialist topics
Moving on paragraph 61
Lists the responses from the various statutory consultees
You'll see there that whilst a number of those statutory consultees raised issues at the start of the process
as further information
Has been provided by the applicant those concerns have now pretty much all being addressed and for the key
Statuary consultees no objection is raised from from those to the application
Paragraph 62 you'll see that as normal we've undertaken a statutory publicity
In terms of site notices and press notices and that no
Objections or representations have been received as a result of that
Statuary consultation. I'm sorry
Statuary publicity and also West Lindsay District Council did not wish to raise any objection to the application
Then paragraph 64 to the end of the report is the conclusion section where we've listed the principal issues to be considered and
Each of those topic sections deals with the relevant policies both national and development plan policies
Setting out the consultation responses that have been received and then a summary as to whether
The application in terms of those different topics is in compliance with the relevant
planning policies
Bringing it all together. The recommendation is in two parts in terms of the part a in terms of the environmental
statement
Requirements and part B that planning permission be granted subject to the 16 conditions set out in the report

I think it's very clear that this is located alongside an existing anaerobic digestion plant and for me
It's reassuring that the feed stuff
For this anaerobic digester unlike several that we see around isn't going to be taking up
Agricultural land is not going to be taking land. Otherwise in the food production. It's effectively an extension
to recycling which is I feel
Quite strongly where this stuff should really be at on that basis and appreciating that there are effectively
No objections to which again is quite unusual that we've got an application of this nature
The parish council has no objections. The environment agent has no objections and even natural England have no objections

These are complex applications and it's very helpful to have it distilled so well
I particularly like the fact that we are using waste material to generate electricity
to enable
Recycling to take place in an even greener way than would have happened. Otherwise
There's a lovely demonstration
There which which should be followed on a wider scale
As cancer Ashton has said this is already a site which has a plant on it
So to a degree that part of the neighborhood is industrialized. There are excellent transport links and remarkably I
Agree with cancer Ashton on this not a single objection. So I'm very happy to support very sound proposal
