Summary
The Executive of Wandsworth Council made a series of decisions about their leisure services, parks, and waste enforcement contracts, agreed a response to a petition about antisocial behaviour, approved a new Community Trigger protocol, and made decisions about grant funding applications.
Decisions about contracts
The council has decided to bring 10 posts in-house from Enable Culture & Leisure, the contractor that runs the council's parks, leisure centres, bereavement services, events, filming and community spaces. This is intended to improve strategic oversight of the contract which has been running for 5 years. The council will also meet with community groups who raised concerns about the new arrangements. The council also agreed the award of a new contract for grounds maintenance, and another for litter enforcement. The new grounds maintenance contract will focus on outcomes
rather than outputs
, meaning that the contractor will be responsible for keeping parks up to a certain standard, rather than simply carrying out certain tasks a certain number of times.
It's based on outcomes so the grass will look beautiful at all times and the bins will be empty at all times...
The new litter enforcement contract will see a single contractor issuing Fixed Penalty Notices1 for littering and flytipping, as well as removing the rubbish.
Response to a petition about antisocial behaviour
The meeting also received a report on the response to a petition about antisocial behaviour in Balham. The petition, which was submitted by Councillor Hedges, called for the council to take action to address antisocial behaviour in the area. In response, the council has set up a multi-agency task force to tackle antisocial behaviour and crime in the area. The task force, which includes representatives from the council, the police, and other agencies, has already been successful in reducing antisocial behaviour in the area.
This monkey agency approach task and finish group has actually been extremely successful resulting in the whole range of initiatives which are set out in paragraph 6 of the paper.
Community Trigger
Councillors approved a new protocol for the council's Community Trigger. The Community Trigger is a process that allows victims of antisocial behaviour to request a review of their case if they are unhappy with the way it has been handled. The new protocol is intended to make the process clearer and more transparent for victims. It will also ensure that the council and its partners are clear about their roles and responsibilities in relation to the process.
...we are under a general duty to review it periodically anyway. But we decided to review it early as a result of multiple complaints from partners, applicants and several formal complaints raised on various parts of the process.
Grant funding
The Executive agreed several recommendations about grant funding:
- The SW15 Women's Network was awarded £5,566 from the cost of living grant fund
- The Balham & Tooting Community Association (BACCA) was awarded £1,500 from the Wandsworth Grant Fund to cover venue hire costs
- The Rotary Club was awarded £5,000 from the Wandsworth Grant Fund
