New Premises Licence for EADN London
The meeting was scheduled to consider a request for a new Premises Licence for a restaurant and cocktail bar at 24 Stephenson Street, Canning Town. The applicant was Cezen 4 Ltd, and their agent was James Hoffelner of Complete Licensing Ltd1.
The application was for the following licensable activities:
- The supply of alcohol for consumption both on and off the premises from 10:00 to 02:30 Monday to Wednesday and 10:00 to 03:30 Thursday to Sunday.
- Live music, dance and anything similar indoors from 10:00 to 02:30 Monday to Wednesday and 10:00 to 03:30 Thursday to Sunday.
- Recorded music indoors from 10:00 to 02:30 Monday to Wednesday and 10:00 to 03:45 Thursday to Sunday.
- Late night refreshment indoors from 23:00 to 02:30 Monday to Wednesday and 23:00 to 04:00 Thursday to Sunday.
The application also proposed that the premises be open to the public from 10:00 to 03:00 Monday to Wednesday and 10:00 to 04:00 Thursday to Sunday.
The report pack for the meeting included representations that had been made against the application by the Metropolitan Police, the council's Licensing Enforcement team, and a local resident.
The Metropolitan Police objected to the application on the grounds of the prevention of crime and disorder, the prevention of public nuisance, and public safety. They noted that the premises is in a Cumulative Impact Zone2, and that there are already a number of late night venues in the area, including LDN EAST at 30 Stephenson Street and FOLD Nightclub at Gillian House on the junction with Bidder Street. They also cited a number of recent incidents in the area, including a taxi driver being assaulted, a security guard being hit by a car, males being seen with weapons, a road traffic collision involving a drunk driver who had been at EADN, and a fight between two women. The police argued that the applicant had not yet demonstrated that it could operate successfully within the current hours, and that increasing the hours would only increase the likelihood of further incidents. They requested that the application be refused.
The council's Licensing Enforcement team also objected to the application on the grounds of crime and disorder, the prevention of public nuisance, and public safety. They noted that the premises had previously been reviewed by the Licensing Sub-Committee and that conditions had been added to the licence, including a reduction in hours. They raised concerns about the management of security at the premises, particularly in relation to the risk assessment of the number of door supervisors required. They also noted that the premises is in a Cumulative Impact Zone, and that extending the operating hours could have a negative impact on the local community. They asked the Sub-Committee to consider their representation.
The local resident's representation was not included in the public reports pack, as it was considered to contain exempt information.
The report pack also included a history of the premises, noting that the current licence was issued in 2005 as a public house and had been transferred a number of times since then. It also noted that the premises had been unused and empty for a number of years. In 2021, the licence was transferred to GRP 4 Limited. In June 2023, an application for a new licence was received by the Licensing Team in the name of Joseph Sam Regha, but this application was withdrawn. In August 2023, a new application was received in the name of EADN Ltd, and the licence was granted with conditions. In January 2024, the Police Licensing team submitted a summary review application, and the licence was suspended. The licence holder subsequently appealed the decision to the Magistrates' Court, and a consent order was agreed.
The report pack concluded by asking the Sub-Committee to hear the application and the representations of the licence holder, any valid representations received from Responsible Authorities, and determine the application.
