Changes to the Council Constitution
The report pack includes a complete copy of the Council Constitution. There is no indication that any amendments were proposed. The Constitution states that it was last updated on 20 July 2016 to reflect the Shared Staffing Arrangement with Richmond-upon-Thames London Borough Council.
The Council has a formal agreement with Richmond-upon-Thames Council, whereby most of the staff are jointly employed by the two authorities. However, it maintains that decisions affecting services in the relevant borough are made in accordance with each respective council’s constitution.
Each council is legally obliged to maintain its own constitution. The current Wandsworth Council Constitution is divided into 16 articles and contains a detailed explanation of how the council operates and how decisions are made.
