This meeting was scheduled to consider an application for a new premises licence for Shogun Sakes, a retailer of Japanese alcoholic beverages, at 125 Station Passage, Queens Road, London, SE15 2JR. The application was submitted under the Licensing Act 2003. Representations were received from the Council's Trading Standards and Licensing teams and, following discussions with the applicant, the Licensing team withdrew their representation.

The application was for the sale of alcohol for consumption on and off the premises from Monday to Wednesday between 8am and 6pm, Thursday and Friday between 8am and 11pm and Saturday between 11am and 11pm.
The application had been reviewed by the Council's Licensing team who initially objected to the application on the grounds of the prevention of crime and disorder, public safety and the prevention of public nuisance. They recommended a list of 30 conditions be attached to the licence relating to staff training, CCTV provision, incident reporting, customer dispersal, signage, waste disposal and the provision of a taxi pick-up point. Following discussions with the applicant, the Licensing team withdrew their representation after the applicant agreed to all of their recommended conditions.
The Council's Trading Standards team also made a representation on the application on the grounds of the protection of children from harm. They were concerned that the business was selling alcohol via their website without a licence, and that there were insufficient controls in place to prevent the sale of alcohol to minors, citing specifically the applicant's policy that deliveries could be made to a safe place
without any verification that the recipient was over 18. They asked
that the applicant suggest some form of conditions to ensure that alcohol is not delivered to minors and what online age verification scheme is to be used.
Trading Standards suggested a number of additional conditions relating to age verification, staff training, signage and record keeping. The report pack does not tell us whether these conditions were agreed with the applicant prior to the meeting.
