Summary
The Chiswick Area Forum meeting on 11 December 2024 was scheduled to include an informal networking event for residents to discuss local issues with councillors and community groups before the formal meeting began. During the meeting itself, the forum was scheduled to receive an update from the police and the community safety team as well as a presentation from the youth organisation, W4 Youth. The forum was also scheduled to receive an update on a range of local issues raised at previous meetings, and hear from residents about matters of local concern.
The most significant item on the agenda for the Chiswick Area Forum was:
Update on plans for Hogarth Roundabout - TfL
Andrew Hatch and Timothy McKay from Transport for London (TfL) were scheduled to provide an update on proposals to improve safety at Hogarth Roundabout.
The proposals were to be informed by a public consultation, which had taken place between 11 July 2024 and 12 September 2024. Approximately 1,000 responses had been received during the consultation, which Mr Hatch described as “quite a high response rate for a local scheme.” TfL was, at the time of writing, analysing the responses to the consultation.
The report would outline the general themes of issues raised by the respondents and TfL’s responses to the issues raised.
The plans, available on the TfL “Have Your Say” website, were primarily focused on safety. According to Mr Hatch:
Hogarth Roundabout junction [was] in the top 10% of all junctions in London for road danger risk.
The proposals included the addition of a fourth lane on the roundabout, which would be controlled by traffic lights. There would also be new pedestrian crossings and cycle lanes. The scheme was estimated to cost £5m.

Housing update on damp and mould
Oxana Stratan, Head of Tenancy Management at the council, was scheduled to give an update on the work being done to address the issue of damp and mould in council properties in Chiswick.
since April 2022 to September 2024 there had been 5707 reports for damp and mould repairs across the London Borough of Hounslow, of which 518 were in the Chiswick area.
The report pack for the meeting included an update on the progress of repairs and maintenance works to council properties in the Chiswick area. It also included a presentation from Hounslow Highways about their plans for the Chiswick area.

The forum was scheduled to consider a report pack that included an update on progress made on a range of local issues. These included:
Enforcement of abandoned E-bikes
Residents had previously raised concerns about the number of abandoned e-bikes on the pavement in Chiswick. Councillor Peter Thompson was scheduled to update the forum on progress made on this issue since the last meeting.
Notifications from ‘fix my street’ app
Councillor Joanna Biddolph had previously raised an issue with the volume of notifications sent to Councillors after they reported problems using the council's 'Fix My Street' website. Tim Hurley, Divisional Director of Hounslow Highways, was scheduled to update the forum on this issue.
Waste from Mogden Sewage Works
Councillor Gabriella Giles was scheduled to update the forum on the issue of waste being released into the River Thames from Mogden Sewage Works. Councillor Giles is the Chair of the Thames Landscape Strategy Board.
Contactless card parking machines
Councillor Biddolph was scheduled to update the forum on plans to introduce contactless card payment machines for parking in Chiswick.
The forum was also scheduled to hear from members of the public on these and other matters of local concern. For example, one question submitted by a member of the public in advance asked:
Why does the council permit noise levels of up to 90 decibels for the Waterworks festival held annually in Gunnersbury Park, when The Code of Practice on Environmental Noise Control at Concerts guidelines recommend a maximum of 65 decibels in residential areas?
The meeting was scheduled to end at 10:30 pm.
