The Council voted to approve the minutes of the last meeting, a range of treasury management proposals, amendments to the procedural rules, the new polling districts and polling places review, the recommended recipients of the Civic Awards, a report on exempted decisions made since the last meeting, and to appoint two Independent Persons1 for the council. The council also debated two motions, one about recruitment diversity and one about the Olympic Park Fixed Estate Charge. The Council voted to approve both motions, with the Fixed Estate Charge motion being approved as amended.
Adaptations
The Council heard two adaptations.
Applecart Arts
Stephanie Shaw, an actor and trade union representative, and four other representatives of the Applecart Arts in Plashet Park asked the council to make an emergency grant of £100,000 to Applecart Arts to prevent its closure, stating that:
If Applecart were to close, we estimate the ongoing cost to the local authority would be greater than the match funding we are asking for to secure its survival.
Councillors asked about the organisation's long-term business plan, how it might be made more sustainable, and the impact of its loss on young people in Newham. The speakers stated that the organisation had already secured funding from 2025, and highlighted the contribution that Applecart Arts makes to supporting young people's participation in the arts.
Mayor Rokhsana Fiaz responded to the adaptation, stating that:
The council indeed the administration welcomes the contribution the Applecart Arts plays as do many other local art organizations in the borough in the creative and cultural landscape of Newham.
She also highlighted the £65,000 rent subsidy that the council already pays to Applecart Arts. She went on to say that the council could not make a decision about new funding commitments at this meeting, and that future budgets would be decided in accordance with the council's agreed plans.
Flourishing Community E20 Residents
Jill Hines, a wellbeing trainer and coach, spoke about the Flourishing Community E20, an organisation that provides free wellbeing training for residents of the Queen Elizabeth Olympic Park. She presented data from a survey on the wellbeing priorities of Newham Residents, and encouraged the Council to embrace a holistic approach to wellbeing.
Councillor Neil Wilson, Cabinet Member for Health and Adult Social Care, asked about the number of people surveyed and questioned whether the findings were representative of all Newham residents. He also highlighted the work that the council was doing with the East London NHS Foundation Trust and other partners on mental health issues. Ms Hines responded to his questions. Councillor Danica asked what Councillors could do to improve residents' wellbeing, and Ms Hines answered.
Petitions
Two petitions were presented to the council.
West Ham Park LTN petition
An unnamed speaker presented a petition on behalf of the West Ham Park LTN Group. The petition was referred to the relevant officers.
Save Debden Campsite petition
Councillor Nate Higgins presented a petition on behalf of the Save Debden Campsite group, stating that:
Newham Council have decided to sell it off and make a short-term financial fix for their ailing budget. This is clearly something they can only do once. We must be clear that the interests of Newham's youth can't be abandoned and the council must look elsewhere to fix their budget.
The petition was referred to the relevant officers.
Councillor Blossom-Young also reminded attendees that the petition for the East London Gymnastics Centre was still live.
Public Questions
There were three public questions listed on the Supplementary Agenda, although one of the questioners, Stephanie Soh, was not present at the meeting.
Royal Docks Upgrade Project
Rob Callender, a resident of the Royal Docks, asked about delays to the Royal Docks Upgrade Project, which was due to be completed by February 2025, but had experienced several delays. He asked:
Please can the council give a realistic update on these works, including an updated completion date.
An unnamed officer responded, listing each of the phases that were being delivered, providing updates on their progress and anticipated completion dates.
Applecart Arts
Stephanie Soh submitted a question asking if the council would prevent Applecart Arts from closing by using reserve funding or its Borough of Culture 2025 budget. Mayor Fiaz responded in Ms Soh's absence. Her response was the same as her response to the deputation from Applecart Arts, as described above.
Announcements by the Chair
The Chair, Councillor Rohima Rahman, announced that she had attended around 18 public engagements. She also wished members of the Bangladeshi community a happy Victory Day. She thanked Richard Arnold, the outgoing borough fire commander, for his service and invited him to speak to the council.
Borough Fire Commander
Mr Arnold thanked the council for the opportunity to speak. He highlighted the good work of his team, and the partnerships that they have built during his tenure. He described a number of their initiatives, including the Charge Safe campaign, the opening of a pop-up fire safety shop at Westfield, and a programme that aims to provide more locally focused services. He also spoke about the autism fire and water safety initiative that was developed following the tragic fire at Napier Road. He concluded by thanking everyone for making his time enjoyable, fulfilling, and challenging.
Announcements by the Mayor
Mayor Fiaz congratulated Councillor Lim Brown and Pellet Watson on being awarded the Honorary Freedom of the Borough at the Extraordinary meeting held earlier that day.
Budget Proposals
The Mayor announced that the council's draft budget proposals would be published the following week, and that they would be considered by the Cabinet on 9 January. She acknowledged that the council is facing significant financial challenges, stating that:
Our commitment to sound financial management means we cannot shy away from difficult decisions such as consulting on issues around the future of children's center provisions and the future of our commissioned youth offer and our libraries.
She also highlighted that the council would be consulting on whether it could continue to afford a generous council tax reduction scheme.
The Mayor concluded by outlining the administration's commitment to supporting the government's housebuilding mission, to building affordable homes, and to supporting young people. She also spoke about the importance of partnership working and highlighted a number of collaborative projects, including a data and AI initiative being delivered with the University of East London. She thanked the council staff and partner organisations that would be working over the Christmas period, and wished everyone a happy Christmas break.
Cabinet Appointments
The Mayor announced that she would be appointing Councillor John Whitworth as Cabinet Member for Air Quality and Climate Emergency and Councillor Melanie Onono as Cabinet Member for Youth Power.
Overview and Scrutiny Work Programme
Councillor Anthony McAlmont, Chair of the Overview and Scrutiny Committee, presented an update on the work of the Overview and Scrutiny Committee.
Black Boys Relationship with the Borough
Councillor McAlmont spoke about the work of the Relationship Between Black Boys and the Borough Scrutiny Commission, stating that:
I've long been concerned that the narrative on Black boys has not changed since I came to the UK in the 80s.
He highlighted that two focus groups with school governors and teachers had been poorly attended, stating that:
Only one assistant teacher attended of the 60 schools in this borough.
He concluded by saying that:
Our boys are being excluded to the pros, our boys are suffering from low education attainment, our boys are over-represented in the criminal justice system, and all that we are asking for is a conversation about how we can address this, and with no show, it's disappointing.
Several councillors responded to Councillor McAlmont's statement. Councillor Sarah Ruiz apologised for the non-attendance of governors and teachers, and committed to ensuring that the focus groups would take place in the new year. Councillor James praised Councillor McAlmont's work and asked about the quick wins that could be made to improve the life chances of Black boys. Councillor McAlmont responded, suggesting that pilot schemes could be introduced in one or two schools.
Mayor Fiaz thanked Councillor McAlmont for his report, echoing his concerns about the non-attendance of school representatives. She highlighted that the leaders of further education colleges had attended meetings, and she committed to working with colleagues to hold schools to account. She concluded by saying that she hoped that young people in Newham, including Black men, would be at the forefront of the national conversation on the government's new National Youth Strategy.
Councillors Joshua Garfield and Carleene Lee-Phakoe also asked questions about the commission's work. Councillor Garfield asked about the council's role in supporting schools that have a strong ethos of supporting young people. Councillor Lee-Phakoe highlighted that the issues faced by Black boys have persisted since the 1980s, and asked how the rights of Black children would be protected. Councillor McAlmont responded to their questions.
Member Questions
Six questions were submitted by members, as listed on the Order Paper.
Domestic Abuse Services
Councillor Sabia Kamali asked about what the council was doing to make women feel safe. She said:
Domestic abuse is rising but many women suffer in silence, too scared to speak out.
Councillor Anil Kurmar responded. He described the range of measures that the council was taking to address domestic abuse, including:
- The recommissioned Domestic Abuse Community Service
- Co-location of domestic abuse workers with other services
- The provision of refuge, particularly for Black and Asian Women
- Implementation of initiatives to improve safety in public spaces
Councillor Kamali asked a supplementary question.
Council Tax Reduction Scheme
Councillor Nate Higgins asked about the impact of proposed cuts to the Council Tax Reduction Scheme. He stated that:
Council tax is an unfair tax which hits our poorest residents the hardest.
Councillor Ann Easter responded, saying that the council is committed to supporting vulnerable residents, but is facing a significant budget gap. She explained that the council is consulting on the proposed changes, and that an impact assessment would be carried out. Councillor Higgins asked a supplementary question, saying that:
Labour must have known the fear this would strike in our communities, presumably that's why it hasn't even been posted on the council's social media.
He went on to ask if the council would promise that the decision would not result in bailiffs visiting residents who are unable to pay. Councillor Easter responded, saying that all decisions would be subject to an equalities impact assessment and that the council would do everything it could to support residents.
Pesticides and Weed Killers
Councillor Danny Keeling asked about the council's commitment to stopping the use of pesticides and weed killers in parks and estates, and what date this would be achieved by. He also asked if the council would make the same request of private providers.
Councillor Sarah Ruiz responded, saying that the use of the herbicide glyphosate had ceased in parks and would be phased out in housing estates over the following year. She said that the council was trialling alternative methods of weed control, and that it would create a borough-wide integrated weed management plan.
Councillor Keeling asked a supplementary question, about the Labour party's manifesto commitment to ban neonicotinoids. Councillor Ruiz responded, saying that she would seek a further update from officers.
Emissions Based Parking Charges
Councillor Areeq Chowdhury asked about the impact of emissions based parking charges on lower-income car owners. He said that:
There is a risk that this policy disproportionately impacts people on lower incomes.
Councillor John Morris responded. He said that the council did not have the data available to assess the impact of the policy on low-income car owners. He highlighted that the council has seen a reduction in CO2 emissions since the scheme's introduction, and that the use of electric vehicles has increased. He also stated that poor air quality is a significant public health concern. Councillor Chowdhury asked a supplementary question, pointing out that the information provided in Councillor Morris's response was mostly irrelevant to his question. He asked if the council would review the policy to assess its efficacy and impact on low-income car owners. Councillor Morris responded, saying that car ownership indicates wealth, and that car owners are wealthy enough to pay the charge.
Elected Members as Employees
Councillor Joshua Garfield asked if elected members of the council are classified as council employees. Councillor Zulfiqar Ali responded. He said that he would need to seek further legal advice before he could answer the question.
Public Sex Work and Exploitation Strategy
Councillor Terence Paul asked for an update on the delay to the new Public Sex Work and Exploitation Strategy, which was originally due to be published in June 2024. He highlighted that:
Incidences of sex work and anti-social behaviour are occurring along the Romford Road, as recently experienced in Townley Court and other areas within Stratford, and residents are wanting action.
Councillor Neil Wilson responded, providing a written answer only.
Speeches
Two councillors made speeches to the council.
Councillor Liz Cronin
Councillor Liz Cronin thanked the residents of Forest Gate North for electing her and paid tribute to her predecessor, Sasha Dasgupta. She highlighted the key issues in her ward, stating that:
You won't be surprised that housing is the number one issue I'm seeing in my surgeries and inbox.
Councillor Mehmood Mirza
Councillor Mehmood Mirza said that the council was not working, citing a range of issues including council tax increases, fly tipping, low resident satisfaction and failings in the council's housing management. He said that:
Residents are facing many challenges and instead of offering solutions this administration has only made things worse.
He called for change, concluding by saying that:
Our borough deserves better and we can deliver it.
Motions
The council debated two motions.
Recruitment Diversity
Councillor Shantu Ferdous proposed a motion about recruitment diversity. She highlighted that:
Whilst many challenges of discrimination persist within workplaces, they often start with poor recruitment processes that create inequity and over-representation of some groups over others.
She stated that Black, Asian, and Minority Ethnic unemployment was at a record high, and proposed that the council take steps to positively encourage applications from people from diverse backgrounds. Councillors Simon Rush, John Gray, Blossom-Young and Madeline Sarley-Pontin spoke in favour of the motion. The motion was carried.
Olympic Park Fixed Estate Charge
Councillor Danny Keeling proposed a motion calling for the reform of the Olympic Park Fixed Estate Charge. He said that:
These charges are unjust and unreasonable, let's stand up for our residents and ensure the right action is taken here.
Councillor Nate Higgins seconded the motion. He highlighted that:
The Fixed Estate Charge is deeply unfair, and is contributing to undermining the founding belief of the communities we represent that the Olympic legacy must be for all.
Councillor Sabia Kamali proposed an amendment to the motion, arguing that simply rejecting the Fixed Estate Charge without proposing a viable funding alternative was not the answer, and that the Labour administration was already engaging with the London Legacy Development Corporation to address the issue. Councillor John Gray seconded the amendment.
Councillors Madeline Sarley-Pontin and Nate Higgins spoke against the amendment. The amendment was put to the vote and was lost. The original motion, as amended, was carried.
