All members and officers to this meeting of the Licensing Committee which has been convened via Teams as a remote meeting. The meeting is being recorded and will be available to do on the Council's website as soon as is practicable after the meeting. Everyone participating in the meeting will be accessing it from remote locations. Please could everyone ensure mobile phones are switched off or on silent mode? Members and officers will have received an electronic copy of the agenda and I'll ask the officers to present a summary of the key points for the record the agenda can be viewed via the Council's website. Members and officers will be speaking at various points during the meeting and those speaking may switch their microphones on at this point, but I would ask with the exception of myself as chairperson at all of the time to keep your microphones switched off as this will help minimise any background noise and interference and ensure the connection remains as stable as possible. Please could members keep their cameras on at all times during the proceedings? If any members and officers wish to raise a point or question, they should press the hands up icon on the screen at the top right hand side of the Microsoft Teams window and I'll come to you in the order I receive requests. Please lower your hand once you've finished speaking, the chat button has been disabled for this meeting. Please do not use your microphone until I invite you to do so. Officers from Democratic Services will be supporting the meeting and will be monitoring the use of microphones throughout the duration of the meeting and when necessary will remove those not being used. I would also ask officers to introduce themselves as and when I invite them to speak during the course of the meeting. They too should ensure microphones are switched off when not in use. I move it chair. Thanks Councillor Bair. I'm happy to second. Thanks Councillor Kratz. Right, item four is the appointment of licensing subcommittees and delegations to offices. Can I ask Yvonne to come in now please. Thank you chair. Yvonne Witchell, Senior Licensing Officer and I'll be presenting the reports this morning, which are procedural in nature and relate to the discharge of the functions of the licensing committee as licensing authorities for various aspects of licensing work. As you will see from the report, the purpose is to propose the membership of the licensing committee subcommittees following the annual meeting of Council 2024. That meeting took place on the 15th of May 2024 and Councillor Colin Davis has joined the full licensing committee. The range of functions in relation to this particular committee is set out in the constitution and relates primarily to taxi licensing, street trading and other general licensing regimes as required. And you'll be receiving a separate report shortly in relation to the authority, the Council's functions as the licensing authority in relation to the Licensing Act and the Gambling Act. For this committee, it's proposed that you continue with the existing arrangements and approve the formation of two panels of seven members sitting on a rota basis, chaired by the chairperson and vice chairperson of the licensing committee where possible. And in the event that the chair or vice chair are not able to attend their respective subcommittee meeting, that a chair is elected from those in attendance. Following the annual meeting members, there is effectively a vacancy on Licensing Committee B and therefore it's proposed that Councillor Colin Davis join that subcommittee to fill the vacancy. I think it's got to be moved and seconded and agreed by members that they're in agreement with Councillor Davis filling the vacancy that was previously occupied by Councillor Rob Smith. Can I just say, chair, as well, that we've arranged the mandatory training for Councillor Davis, that is obviously mandatory for all members of the licensing committee. And that's not quite sure what date that is, Councillor Davis, but it's quite fairly soon, isn't it?
