Summary

Variation of Premises Licence for Thirteen, 1-3 Denmark Street
The most significant item on the agenda was an application to vary the premises licence of Thirteen 1 on Denmark Street, a bar/restaurant in Camden Town. The applicant, Chateau Denmark Limited, requested the following changes:
- Extension of Hours: The application requested permission to extend their licensed hours for the sale of alcohol, the playing of recorded music, the performance of live music, and the provision of late night refreshment to 2am Monday-Wednesday, 3am Thursday-Saturday, and midnight on Sunday. Currently, the venue is licensed to sell alcohol 24 hours a day to residents and guests, but can only play music and serve late night refreshment until midnight at the latest. The application proposed that the extended hours would apply to all customers, not just residents and guests.
- Seasonal Variations: The application also sought to add seasonal variations to the licence. This would allow them to extend their licensed hours by an hour on the morning of the commencement of British Summer Time, to 3am on Sundays immediately preceding bank holiday Mondays, and to 4am on Christmas Eve and New Year's Eve.
- Removal of Conditions: The applicant proposed the removal of several existing conditions on their licence, including conditions relating to the sale of alcohol outside after 9pm, the requirement for licensable activities to be ancillary to a cafe, delicatessen and restaurant use, restrictions on customer dispersal, the provision and maintenance of CCTV, restrictions on the bringing of alcohol onto the premises, the operation of a Challenge 21 scheme, the employment of door supervisors, and the supervision of the smoking area.
- Amended and Additional Conditions: In addition to these changes, the applicant proposed several amended and additional conditions, including conditions relating to dispersal, capacity, risk assessments, street promoters, queuing, refusals of service, a last entry time, a complaints log, disabled access, parking, quarterly meetings with residents and businesses, and the provision of a direct dial telephone number to residents.
Representations in opposition to the application were received from the Licensing Authority, the Covent Garden Community Association, and a resident of Denmark Street. The Licensing Authority and Public Health cited concerns about crime and disorder, public nuisance, and public safety, due to the premises being situated in the Camden Town Cumulative Impact Area. The representation from the Covent Garden Community Association objected to the extended hours due to concerns about noise from customers leaving the premises after midnight. The resident also expressed concerns about noise from customers arriving and leaving, and called for clearer restrictions on the smoking area.
Variation of Premises Licence for Monmouth Street Wines, 1 Monmouth Street
The second application was submitted by Monmouth Street Wines 2, on Monmouth Street in Seven Dials. They requested permission to vary their premises licence to allow up to 25 customers to drink alcohol without a table meal until 9pm. Currently, the sale of alcohol is restricted to customers having a meal at the premises.
Representations in opposition to the application were received from the Licensing Authority, Camden Public Health, and a resident, Mr Eric Stuart. Both the Licensing Authority and Public Health cited concerns about crime and disorder, public nuisance, and public safety. Public Health noted that the premises are situated in the Seven Dials Cumulative Impact Area, that the proportion of ambulance call outs that were alcohol related in the area was significantly higher than in Camden as a whole, and that there was a high density of licensed premises in the immediate vicinity. The resident also noted that the premises is surrounded by flats and that permitting the service of alcohol without meals increased the risk of public nuisance.
