The Cabinet Member for Children, Families and Lifelong Learning approved a proposal to create a new SEN unit at Thames Ditton Infant School from September 2025. The new unit will provide 21 places for primary school age children with communication and interaction needs.
SEN unit at Thames Ditton Infant School
The meeting was to consider a proposal to formally establish an SEN unit at Thames Ditton Infant School. The proposal was made in response to data showing increased demand for specialist school places in the Elmbridge area for children with communication and interaction needs. It is hoped that the new unit will save money, with the average cost of a place in a state-maintained school being £23,000 per pupil per year as opposed to £53,000 per pupil per year in a non-maintained school.
An informal, non-statutory consultation on the proposal ran from 12 September 2024 to 25 October 2024. Of the 20 respondents to that consultation, 100% agreed with the proposal. A statutory notice was published on 4 November 2024. There were 3 responses to the statutory notice, 100% of which were in agreement. The Cabinet Member agreed to approve the proposal, saying:
...responses to the consultation were overwhelmingly positive, and that this proposal is welcomed in the local area.
So, this meeting and my consideration of the proposal completes the statutory process in accord with the commencement of the proposals, and I do approve the proposal without modification, which is option two in the paper, and therefore the proposal is agreed.
The new unit will open in September 2025. The report notes that there is currently a lack of provision for Key Stage 2 pupils with communication and interaction needs in the area and that:
...Surrey County Council is currently discussing key stage 2 options for the children who will be attending the special educational needs unit at Thames Ditton Infant School.
