Thank you very much, Councillor Chad. Good morning, members. Good morning, everyone.
So this report sets out an updated scheme of delegation for land and asset transactions,
bringing up to date a range of historic officer delegations for this type of transaction and asset management activities that come under the portfolio of the leader and executive member for Hampshire 2050.
The benefit and purpose of delegating these lower valued transactions to officers is to enable efficient decision making and minimize delays to transactions so that we can operate an asset management function.
That is both agile and responsive to market opportunities and conditions.
The activities that fall within these delegations will be undertaken by appropriately qualified officers within the principles and the financial parameters that are set out in the report, both of which are aligned to the County Council's Strategic Asset Management Plan and financial regulations.
There have been no changes to the report since Chairman's briefing and therefore the recommendation is for the approval of the updated schedule of delegations that sat appendix A of the report.

It was just a comment that I looked through it to find if there was anything startling or worrying in what was being proposed but it all seemed very logical to me.
From time to time you have to update the threshold levels for delegated responsibilities so that they continue to fulfill the function and I'm happy to support being proposed.

The next item on our agenda is the Hampshire Prosperity Partnership Board and it's a real shame that our leader is unable to attend today because this really was his.
His vision of how Hampshire was going to navigate the skills, the business and the economic benefits of the for all of our residents in Hampshire.
And I personally before I hand over to Gary would like to pay a huge thank you for him for having this vision for really pushing forward with it and for working with.
Huge amount of businesses, lots of education centres over this time to really kind of now list down and have something positive and going forward.
So, on that basis I will hand over to Gary.

Good afternoon. Sorry, good morning Councillors still still just about morning. You'll see the paper provides a thorough update on the progress we've made to establish our new economic prosperity and growth governance, which follows the integration of the local enterprise partnership
functions and accountabilities that came into the County Council from the 1st of April last month.
And part of these new responsibilities we've needed to set up a growth board in accordance with government guidance. And we've called this growth board the Hampshire Prosperity Partnership Board, which you'll see in the paper.
And there's also a reminder of the governance structure previously presented to cabinet, which is detailed in section 13 of the paper.
You'll see also in the paper through the shadow board arrangements that we established earlier this year recruitment process under a single appointment panel has been undertaken.
And there will be 70 applications from a range of business leaders across Hampshire.
We've listed shortlisted 14 candidates for interview.
And the successful candidates in composition of the new board are detailed in paragraph 25 of the report.
I'd also like to add a further name to that list in paragraph 25, which has been recommended and approved by the appointment panel, but didn't make its way into the final report at the time of the time of publication.
And a deputy leader that name is Paul West, who is a director at Calder showers, and will act as a business representative on the board.
And so deputy leader I'd like to refer you to recommendations to three in the report, alongside that additional appointment of Paul West to the Hampshire Prosperity Partnership Board. Thank you.

Thank you. It is one quick query regarding the equality impact assessment that was conducted, which states that there are sort of no equality impact assessment aspects that need to be considered because it's a governance board.
But I think I just want some reassurance that that board will be really reflective of the people of Hampshire and its diverse communities and the different groups of people that bring prosperity to our wonderful county.
It's very easy when we're looking at things, which we think are a statute to think, well, we're doing what is required of us by law, but are we actually fulfilling that duty as well. Thank you.

Yeah, thank you. Thank you. Council Parker Jones. It's a really good point that's been raised and was one at the forefront of the minds of the appointment panel. And so what we've not included is the four detailed notes and considerations of that point.
I want to thank you for that panel because it's not necessary appropriate sort of publicly consumable documents. I can just reassure you that all of those considerations were taken into account in terms of how do we get a representative board as far as possible.
In terms of not only representing sort of the sectors and the geographies across Hampshire, but also that wider inclusion point that you refer to across a range of characteristics.
And all that noted is that, as always, when you have a board of 14 to 15 individuals, as much as you try and make that board representative, what you've also then got to be cognizant of is how do we identify any blind spots that may exist across that board.
I can just reassure you that we've had those conversations as part of the shadow board, and the interim boards that have existed, and our plans in place moving forward to ensure that where those blind spots exist, and we appropriately plug them through necessary means.
So a really good question, but one that's absolutely been picked up as part of the recruitment process.

In the dim, distant past, it was the scrutiny committee, the CSR 2050 select committee that looked after the LEP, or basically interviewed the LEP before it was a band abolished, which scrutiny committee will be responsible for scrutinizing the work of the of this new group.
The HPPB.

So, Council have done in that wiring diagram that you'll see in section 13 of the paper.
What it sort of demonstrates is that relationship between the formal decision making of the county council in terms of the executive functions of the organization, and the role of this prosperity partnership board.
So the work that the recommendations from the prosperity partnership would feed into the decision making, either of the executive member for 2050 and or cabinet, depending on the nature of that decision.
And then obviously, those executive function decision making will be subject to normal scrutiny.
So it wouldn't be the role of this committee to scrutinize the board itself, or the recommendations of those board of the board feeding into cabinet and executive functions of the council will be subject to normal scrutiny, as any other decision making the responsibility of the county council or the executive function.
So let's see I got this right. The work that the board will do, doesn't get shared with your average county councillor.
The board will make recommendations. It's an advisory board, councillor galain to cabinet and under the executive member.
Therefore, the decision making of the recommendations of the board will be subject to review scrutiny and normal executive member decision making.

For the economic governance councillor galain, that is correct. I think the point I'm trying to make potential in a slightly convoluted way is that that scrutiny exists in relation to the executive decision making responsibility of the county council.
That decision making exists either through the executive member for hanche 2050 or cabinet of which your select committee is the appropriate select committee for that.
This board makes recommendations and advisory capacity to cabinet and all the executive member.
