The Cabinet Member for Highways, Transport and Economic Growth Decisions meeting on February 25th saw two public questions on entirely separate matters, a petition for the installation of traffic lights, and the Cabinet Member's decisions on each.
Local Cycling and Walking Infrastructure Plan for Fetcham
Mr. Wickham and Mr. Anderson, the co-chairs of the Fetcham Residents Association, attended the meeting to ask a supplementary question about the proposed Local Cycling and Walking Infrastructure Plan for the village.
The residents are concerned that the Council's planned consultation on the proposals does not meet the standards set out in Active Travel England's new guidance entitled A Best Practice Guide to Community Consultation and Engagement
, published on 12 February 2025.
...as a minimum, you should consider community engagement and involvement at the beginning of the project and during between the design stages... under feasibility design, the current stage of the LC WIP for Mole Valley, this is the time to get everyone else, including decision makers and key stakeholders, more involved.

The Cabinet Member responded that all funding for the cycling and walking schemes would be determined by Active Travel England, and that Active Travel England would only fund schemes that had the support of the local people. He agreed to set up a design workshop with the Fetcham Residents Association to discuss their concerns in more detail. He also committed to inviting Councillor Claire Curran and Councillor Tim Hall, the local County Councillors for Fetcham West and Fetcham East, to the meeting.
Trees on Wharton High Street
Sue Cooper asked a supplementary question about the trees on Wharton High Street in Esher.
She sought clarification that the trees that had previously been cut back had been intentionally felled by the Council, and had not been damaged during other works.
She asked the Cabinet Member to consider notifying local residents about the outcome of the recent consultation on the trees by placing notices on the trees themselves, and on local noticeboards.
...I am really aware [of] digital social digital exclusion and [that] not everyone will know that um the council has made its decision about the trees whatever that may be...

The Cabinet Member agreed to her request, noting that the Council already used notices on trees to inform the public about trees that are diseased with Ash Dieback.
Petition for Traffic Lights Outside West Byfleet Schools
Mr. Salvo Raia submitted a petition1 calling for the installation of traffic lights outside West Byfleet County First Infant School and West Byfleet Junior School on Camp Hill Road in West Byfleet.
The petition, signed by 224 people, states that:
It can be extremely difficult to come out of the Barnsbury Estate in Woking due to the amount of traffic at certain times of the day especially during the school runs and work rush hour... Also, there are hardly any speed limit signs along Egley road and people exceed the 30mph limit regularly.
The Cabinet Member noted that a response had been provided to Mr. Raia in advance of the meeting. Surrey Council officers had concluded that the petition could not be supported because:
- The junction has a good safety record
- The speed limit on the road was reduced to 30 mph in 2020
- The estimated cost of the works would be in excess of £750,000
