The meeting focused on changes to the complaints policy, new memberships, and procedural matters. The most significant discussion was about the new complaints policy, which was approved.
The main topic was the new complaints policy. Becky explained that the Housing Ombudsman and the Local Government and Social Care Ombudsman have issued new complaint handling codes. The Housing Ombudsman code, which deals with complaints about the council's landlord, is statutory and came into force on April 1, 2024. The Local Government and Social Care Ombudsman code is guidance and must be complied with by April 1, 2025. The council has already implemented changes to meet the 2024 deadline and has drafted a new policy to meet both codes' requirements. The key changes involve timelines for acknowledging and responding to complaints, the content of the annual report, and the type of information to be fed back to the ombudsman. The council must also appoint a member responsible for complaints, recommended to be the executive member for corporate services. The policy was moved by Councillor Bray and seconded by Councillor Crook, and it was approved.
The meeting also addressed new memberships. Councillor O'Shea is no longer a member of the committee, and Councillor Green is now a member. Councillor Bray substituted for Councillor Hoelek, Councillor Maloney for Councillor Cant, and Councillor Sutton for Councillor Harris.
There was a brief discussion about the minutes of the previous meeting, which needed a correction regarding a substitution. Councillor Joyce Crooks seconded the motion to approve the minutes, subject to the correction.
No additional urgent business or declarations of interest were raised. Councillor Cook asked if they needed to declare an interest in Chris Boothway, a Conservative member, but it was deemed unnecessary.
The meeting concluded with a procedural motion to go into a private session under section 100A4 of the Local Government Act 1972, which was approved.
