On 13 March 2025, the council and the Trade Unions reached agreements as set out in Appendix A of the report.

The new pay structure will be implemented from April 2025, and all affected staff will receive a letter to explain how it affects them.

The report states that the decision is critical in delivering MTFS savings of £0.7m next year in 2025/26, £1.4m in 2026/27 and £2m a year by 2027/28. This in turn will help to enable the HRA to meet HRA Business Plan financial targets over the long term and critically over the next three years when balances are projected to be below the recommended minimum balance.

A requirement of the collective agreement is to introduce a range of salaries for new starters. Appendix D of the report sets out the new starter salaries.

The 24/25 nationally agreed pay award will not be applied to the salary of currently employed trade operatives.
