Ok, good morning everyone and thank you for coming to this morning's General Purposes Committee. Ok, the first one of the new administration, so thank you very much for that. Ok, apologies for absence, I've got apologies from Councillor Jake Rubin, he was taken into hospital getting his feet sorted with his operation, so he should be back in action shortly. And for alternates we have Councillor Groll stepping in for him and we also have apologies from Councillor Georgiou and I don't think we've been notified of any alternates for him as well. Ok, let's move on, declarations of interest, please do make sure that you do declare any interest at this stage or as we go along as part of any reports that are taken. Ok, deputations, I've not been notified of any deputations this morning and the first item on the agenda is the minutes of the previous meeting, can we just go through that for accuracy, page 1, page 2 and page 3. Ok, only matters arising, thank you very much, I'll take that as an accurate reflection. Ok, the first item on the agenda is the review of the representation of political groups and the appointments. This follows on from full council where the report details the representation to each of the committees in relation to the sides of the groups, ok, we do have the recommendations on page 5 which set out the representations on each of the committees. Looking around, any comments? Thank you very much. Ok, can we agree the recommendations on page 5 continues on to page 6, is that agreed? Thank you very much, ok and then item 7, we have the appointments to the subcommittees and outside bodies, can we note those as recorded? Thank you very much, ok and the next item is the approval under the Urgent Item, is the approval to make a severance payment, ok, and Ms Raak, can I hand over to you guys? So the paper presented to you is regarding the HRE structure that we've just completed consultation closed on 17th May, we were given a growth bid to put in some additional resources in the team but also reconfigure the team and some of the strategic capacity required within the scheme and particularly some expertise around supporting the organisation through tremendous change that we're going to be going through. As a result of the reconfiguration, we required some volunteers to come forward because there are some roles that we've got too many then we've got posts within the organisation, I had one volunteer come forward, I actually needed two so there's another selection process to find one more person so possibly maybe back but given that the individual that's come forward to volunteer has quite a large pension strain under the Localism Act we are required to seek full council approval or a committee of the council to approve that before that volunteer can be accepted. The paper sets out the pension strain cost as a result of that and it is a pension strain cost and there's a two year payback period that one my service will have to recoup in order for that to be sustained going forward and it's just seeking approval of this committee to approve that in order for us to be able to serve contractual notice. Agreed, thank you very much, okay just going back to one of obviously the exclusion of the press in public, right the Musrat spoke about the item that was there, okay and there isn't anything else and the next meeting of general purposes will be hopefully on the Monday the 15th of July unless there's anything urgent that needs to be taken forward as well.
