The chair's review of the year, I would like to say what a great honor it has been to have
served as chair for the last year.
I'm extremely grateful to you as fellow Councillors for putting your faith in me to serve in this
capability and to represent the county at so many functions and events as well as chairing
this meeting.
I'm grateful to my consulate, David, who has supported me at all times in the role which
I have performed.
I would like to thank Father Paul Wheeler for all that he has done throughout the year.
Father Paul has said prayers at our meeting, recited over the civic service in Hope Church,
guided my charity function at Beaufort Park Hotel.
I am grateful to the chief officer of governance, Garrett, who have been by my side during the
meeting also and also to kneel the chief executive for his support and advice.
I would like to thank all the officers who have given me support throughout the year.
I'm naturally very grateful to my PA, Karen Jones, who has worked so hard during the
year.
I chose lymphoma research and North Wales, North East Wales mind as my two charities,
which I support, the total sum raised was 4600, and this will be split between the two charities.
I'm grateful, I'm grateful for all the support which officers and members gave to this.
Members and officers will know that, all thought, I hope that 2023, who had been a very good
year.
Sadly, it was not, because Dave and I lost our eldest daughter Sarah, through a certain
attack of arrhythmia.
As a family, we backed upon a journey of grief.
It is a journey which several members and officers experience themselves.
The key word for this has to be resilience.
Lost of a loved one is something that everyone experienced at some time in their lives.
My thought and best wishes are with those who are on this journey.
It is necessary for the Vice Chair, Councillor Dennis Hutchinson, to step in for me at certain
times and for his consulate, Jenny, also to step in for Dave.
I thank them both for their help and support.
I would like to wish my successor and consulate every success in the coming year in representing
this great county council.

Although you're well established and much renowned Buckley resident, we all know that your roots were in God's own village of Suckin.
You were born there and lived in quarry cottage, I think it was, until you married the love of your life, Jeannie.
And she whipped you away to Buckley.
And speaking of that wedding, I believe Hayden was your best man all those years ago.
You'll be a wonderful ambassador, Dennis, for flincher, always courteous, always impeccably turned out and always respectful of others.
And they're the much needed qualities in this role of chair of the county.
And to finish, I just want to say something about your mother, if I may.
Because I do believe that she's looking down on you today.
And I believe also she will have phoned Hayden's mother by now.
And she would have started that conversation the way she started every conversation.

She was always so proud of you, and rightly so.

I rise to nominate my good friend and flint colleague, Councillor Mel Buckley, for the position of Deputy Chair of Flincher County Council.
I first met Mel in 2012 when she was arranging for the town to get together to watch Jade Jones fight in the London Olympics.
Mel was instrumental in bringing our community together for what was an amazing day which saw Jade win her first gold medal.
Since then, I've got to know Mel as the heart of our community, always putting other people's concerns before her own, and always helping in whatever way she could.
It felt only natural to encourage Mel to become a town councillor, which she did back in 2017.
Mel then became mayor of our town in 2021, which we will all remember was during the COVID years, so her term of office as mayor was a little different to the norm.
However, she managed to shine a light on the great work done by local people and was a fabulous mayor of our town.
In 2022, Mel was elected as a county councillor for the ward of Flint, Okenhalt, and has worked incredibly hard for her residents during her time.
I have no doubt that Mel will make an amazing chair of Flincher County Council, so I would like to propose that councillor Mel Buckley is put forward today for the position of Deputy Chair of Flincher County Council and ask that members in the chamber support this nomination.

I delighted to second the nomination of Councillor Mel knee Buckley.
My memories of Mel go back considerably further and Councillor Perfect, I have to say.
In 1984, I think, when she was unfortunate enough to be in my class in the grid, in the grid of primaries, in the grid of junior school, as it was any player.
Mel has come through immense adversity and to be in the position she is in today.
She, during the recent time when I haven't been particularly well, Mel has been a tremendous support and always had a positive word.
One of my strongest memories of Mel as mayor of Flint was when we had the civic parade and in Flint, as in a number of towns we parade from the town hall to the church.
And it was noticeable, the number of people who were there, and they were there personally applauding Mel for what she'd achieved and before what she'd done.
I believe that Mel will be a very capable support to you, Chair, and in time will make an excellent chair of which so I'm more than happy to second.

Excuse me, I got a frog in me throat, and it's been a recurring thing for quite some weeks now, but nevertheless, this has increased the emotion as fat as I'm concerned.
I'll end up not being able to speak before the days over, and I've got another meeting tonight.
I came into this Council, as it's been said by Mike and he and quite a number of years ago.
I have to say, without the support of Jeannie, my wife, I would not have been able to do it.
I really wouldn't.
It is an emotional time for me today, because I'm a local lab from Stockton, who never ever anticipated that he would reach these, what I might say, dizzy heights.
And they are, and they're a great honor for me to be here today.
And for Jeannie, and my family, some of whom are here with us.
I said it'd be a few words. I'd like to thank you all for your support, nominations and everything that goes with it.
I really have nothing else to say except thank you sincerely from the bottom of my heart.

Councillors, keep the executive and the officials and the leader.
It is a great privilege to stand before the finest, best-run Council in Wales.

Especially so, as it's Freeman, and Lady Jonathan and I, thank you for this invitation.
We are with a great Council.
Thank you, Councillor Hilly, for your faithful work as French's first citizen.
And you recovered so bravely after your close agreement. Gladys, we all love you.
Councillor, I have long admired Councillor Hutchinson's contribution as a county Councillor for the very distinctive community of Buckley town.
This football enthusiast is 35.
I beg pardon, it's 33, Council years not out to mix up the metaphors.
And a Councillor for French book, Lloyd, Brownin and Deside and Buckley town is a wonderful achievement.
It's quite a series of battle honours.
And a morality, a cabinet post, and so much hard ward work.
Conscientiousness, loyalty, grit, sheer slog, imagination and just survival.
That's public life.
It is superb.
Councillor Hutchinson, therefore, I say, is a leader and I know he is a constant churchgoer.
And his gift to his electors is a practical kindness.
He's an entrepreneur at various achievements.
Part time and one time stone mason, he assures me he will fashion my tombstone.
He did once.
In mountain lane.
The chairman was a hauler whose worries travelled Britain and abroad.
He entered the bus industry and also deployed that bus or to locally for charity's sake.
And in his business, businesses, he has shown flair and success.
What really impresses me is that our new chair has a brilliant football record.
He holds the coveted FIFA badge.
Now that is something in the field in which he once operated.
Councillor Hutchinson has run the line and blown the whistle all across Europe.
And as has been said, I say it again, he refereeed Keith versus a portal before those 100,000
angry supporters.
There he has, he's a proven survivor.
And he's a referee with first-class status.
Our chair has refereeed Manchester United versus Everton.
His refereeed Liverpool versus Everton before 49,000 passionate supporters.
Well, Everton is my team.
And I'm sorry to say he was impartial and incorruptible.
And Janet says if Dennis refereeed Liverpool Everton, he's been sought out that lot.
Well, Chairman, may I say humbly that I have outlined for you a fine civic record and
also outlined the interesting achievements of a flinch entrepreneur.
They depict a person of considerable character.
And you will agree, I hope, that civic life cries out for quality councillors.
Every French Councillor strives to help their community.
They really do.
It calls for so much resolution and stickability.
And as your Freeman, I can today honour you and your dedicated officials, for example,
the chair, the CEO.
You care for our communities.
You provide the necessities for our daily lives.
I believe as councillors, you do not get sufficient credit or thanks or understanding.
And as now you operate in conditions of the utmost severity.
And you've tolerated and persevered in those conditions for a decade or more.
And as an experienced parliamentarian of 54 years, I can only say there's more to come.
But I know of your quality and I know of your dedication and I'm a fortunate person, as Freeman,
to stand before you and make those statements.
You are very fine servants of communities.
And I can today most sincerely honour you and your dedicated officials.
Our chair, he has run the race.
He's given his all for his people.
He's had wonderful support in consort, councillor Jeanie.
And elected personality in her own right and mayor of her own town with distinction.
And it's so nice to be able to say that personally here before this distinguished assembly.
I see you as a county parliament.
And what you do is magnificent.
Daily lives are made the better by your work.
And I only wish you could have more credit.
But you have shown that in your heart there is warmth and a wish to serve and to give.
And that is the priority in all its civic life.
And if I may say, we have seen the great resource of character in past year, councillor Gladys Healy.
Freeman, I think, is much stronger for his female councillors.
The advance of womankind in modern society is inspiring.
And it has not yet run its course, not yet run its course.
But it's so much the better.
And this council is a better council for the contribution of people like Mrs. Gladys Healy.
So I know now is to go on the leadership course based in Cardiff as a senior and most respected councillor.
So I conclude, think your county council is a leader in Wales.
It's so well administered.
It is acknowledged.
It has a great record.
Why would you say that?
I have seen and worked alongside for 56 years every chair of council, of various councils.
I have seen and I am confident that the future, not withstanding its challenges, is superb because of you.
And I wish councillor Hutchinson and his consort every success in an important year and in the knowledge of being backed by a fine vice chairman.

Agenda item 6, election of leader to the county council.
Do we have a nomination for the leader of the council?
I would like to propose Councillor Egan Roberts.
Good morning, Council.
I would like to propose Councillor Egan Roberts, the current leader of this council, and then for the council, to the leader of the council for the initial year 2024 to 2025.
In doing so, I believe that Council Roberts is by far the best qualified candidate in what are very uncertain and challenging time for Councillors in Wales and across the UK.
Since we last met as our AGM in May 2023 and elected Council Roberts, we have all once again found what the words challenging times mean.
We have seen the most difficult financial around any of us have ever faced, especially faced with the rise of the increase in our grant from the Welsh Assembly combined with unprecedented demands in our existing services.
So it's choices that we've made as a council not easy for any of us to make and challenge many of the reasons why we stood as a council in the first place.
But leadership is about taking those decisions which most of us in some ways would have the electrical top or not to take at all.
But Councillor Roberts has never shirts to making those sorts of decisions and taking us through them.
We have a council where no group has a majority and that brings challenges that I believe Councillor Roberts is uniquely equipped to deal with.
Whether it's a group and some council with a majority, that can deliver decisions of that majority, whether it be a labour, conservative, independent, liberal, democrats, or applied.
But the votes of the flincher elected council whether it wasn't a majority for any group and that needs a standard leadership that can build consensus across the chamber.
It has to be one that's built on personal respect, integrity, and trust in Councillor Roberts as well as I can speak.
It also requires perseverance and resilience.
Actually to anyone who knows and will acknowledge his demonstrated very clearly over the past year, both personally and beyond the council.
I've seen in close quarters what it takes to be a leader of the council, not just in this council but many others.
And I believe it takes a particular quality of person to do that.
I've also thought that there's a political expatter when it comes to council leaders and council leader has that.
Councillor Roberts became a leader of this council in very difficult circumstances and the period of leadership has coincided with dealing with the fallout from Brexit,
the impact and consequence of the COVID pandemic, not to mention a background of Victoria austerity whose pernicious impact over a decade later remains an ever constant.
These must have been some of the toughest years ever to be an council leader but sadly the tough years aren't over yet.
A steady and experienced hand is needed to lead this council the next year and we all know that Council Roberts will provide this.
Flint your house, sorry, Flint your needs and currently has a strong advocate and I can't think of anybody else who's a strong advocate at both North Wales and national levels.
The responsibility of the council leader are much wider than just being the leader of this council and they include working at the North Wales level through the corporate joint committees, the ambition board through the Mercedes Alliance
I know it's a great particular interest to council Roberts growth track suit pre-six on the development of the rail network in the county.
Council Roberts is also an active and leading voice in the WLGA.
Some may believe in half a strong voice in the WLGA but they haven't seen council Roberts in action when he advocates for Flintshire.
I'm sure you will if you're really here we're not talking about some shrinking violence.
I know others that you don't get everything that you want to do to the WLGA the Welsh government but every council here will be competent and knows that with council Roberts as our leader our case will be heard and it will be heard and it will be listened to.
As in this council, council Roberts works with people across local and national governments across Wales to advocate for this council and the values and policies of this council.
Politics usually is thought of as the big issues but it's sort of very much about the personal and whatever your politics and I know well and it's seriously how, how it's digitally councillor of the work for different councillors and their political leadership.
That's important here. What's a different political leadership to develop this, develop for our county, deliver our county on a wider stage.
We all know that this municipal year is going to be challenging as the past one.
If we to meet the challenges we need our council lead to be able to lead this council through them.
But with those in this chamber believe it's time for change but this is not the time.
This is the time for stability and reassurance. This is the time for experience and strong and strong and committed voice to stand up for the county and what we believe and across the various authorities in Wales.
I therefore move council Ian Roberts as the leader of this council. Thank you.
Councillor, thank you. Thank you. Congratulations to you, Ganes. We've just heard a master of speeches.
Walk out the room and draw Barry Jones. Following that is very difficult but he mentioned the finest best run council and grit.
True grit which is what Ian Roberts has. He's running the best run council or best it can be run with a very talented team of officers as well.
And we're lucky to have that. And grit, true grit, not just through illness but through the crisis this country financially has been in for the last few years.
I've made some notes they were all jumbled up but I mean what I'm saying.
A few years ago, when I was in another group, which I've over here, there was only one person we all agreed in that.
What was a small group? I think it was five or six people. Marriage was one of them. Some of them aren't here anymore. I've been retired.
That in one person could lead this council for a very difficult time and lead us into the future and it wasn't so long ago and that was Ian Roberts.
Not one of us probably were devoted for anybody else. We supported him then as a group and I stand here today in another group supporting Ian.
Knowledge. Something has a great deal of when I first came on this council which was 20 years ago like council appears and quite a few of us came on in that year I think as new and they're still here today.
I knew then there were two people I didn't want to get into a date debate with there's probably a few more but certainly didn't want to get into debate with Alex Aldridge.
He knew too much I had to learn and the other one I didn't want to get into baited was Ian Roberts because he knew too much and so I needed to learn a great deal from them before I started really getting to know anything.
I'm not probably that I don't know as much as Ian now that's for sure. Generally about politics, generally about this council and certainly about anything to do with education.
And over the years, through that strength of character and strength of will that Ian has a trust and a friendship is grown.
I trust Ian to lead this council personally and I make no secret of that and never have done not since we first made that decision just groups sitting over there wishing him to be leader and hoping that the Labour group chose the right man and made one right decision
and that was a right decision in Roberts. The right decision then is the right decision now. A strength of character, a strength of will someone that can lead this successful council into a future that's been out of some hard times harder than we've had.
We've got something about, well anyway, that's something for later. I asked this council to come together with the party in Roberts today. He's the right man, the right, I should say the right person to lead us into the future. Thank you.
Thank you for that, Councillor. Do I have any other further nominations, please. Yes, I'd like to nominate Councillor Richard Jones as leader, please.
Thank you. Thank you and my staff, Mr Chairman, by saying what pleasure it is to serve under your chairmanship. I wish to speak today about a matter of honour. One can get away with quite a lot in politics as many have shown, but there is one hard and fast rule, whether it parliament, the Senate or Council chambers.
One does not like to or mislead the Chamber and one does not like to or mislead a committee. Where such a thing occurs as a backbencher, one must immediately correct the record and apologise, but there is a strong principle, a strong convention within this country that where a cabinet member or minister does the same, they must resign from that position.
This council has had a lot to say in the past about standards and ethics at Westminster, but if I might draw the council's attention to two examples, that of the then home secretary Amber Rudd, who resigned after inadvertently misleading a committee, when asked about information of which she had no knowledge, when subsequently she found out that the information was wrong, she chose to resign.
Equally, Lord Bates in the House of Lords chose to resign as a matter of honour for being just 10 minutes later debating which he was as the minister meant to be speaking.
These are issues of fundamental honour. Unfortunately earlier this year, a cabinet member and it is my view wholly accidentally and inadvertently misled a committee.
He has chosen not to correct the record, he has chosen not to step down.
The reason this convention exists is that councillors can only have faith in what they are told by those in leadership positions where there are clear consequences as a matter of honour, where that does not, where wrong information is provided.
That leaves me in a very difficult position between doing what my conscience tells me is right and refusing to endorse that behaviour and standing by my party, a party which I have met a great many friends in.
It is a great personal dilemma for me and I have come to the only conclusion that I cannot vote in such a way as to allow that cabinet member to continue in post.
I am aware of what the personal consequences for me will be in this case. I am aware that it means crossing the floor. That decision weighs very heavily on me.
However, I believe that in doing so, I can establish a new working relationship across this chamber.
I have the greatest of personal respect for councillor Roberts and I do not judge him personally by this decision.
I recognise the challenges of leading a minority administration. I recognise the political pressures he is under and has the limited room to manoeuvre that he does and that councillor Johnson has pointed out.
But for too long labour backbenchers, including many of those who will not join me in crossing the chamber, have felt on the receiving end of an attitude that they are there to be seen and not heard.
Constructive engagement on a number of issues from the local development plan to the budget, to the aura contract and to the fleet contract have been brushed aside, suggestions when made, concerns when raised.
It is my firm belief that this cannot continue. It is my firm belief that when the views of backbenchers are ignored, the views of their residents are also ignored.
There must be a better way to work for this. I have tried to advance that within the labour group and I have been unsuccessful.
I hope that I shall have more success from the other side of this chamber.
Labour figures at a national level have referred to councillors leaving in recent weeks on matter of principles as 'shaking off the fleas'.
I most sincerely hope that colleagues on these benches will not view my decision in the same way and will not view me as a play. I would understand if they did.
But I have been much buoyed by the labour party's more constructive decision and more constructive approach to defectors in the last two weeks.
In crossing the floor to form a new political group, I extend a warm offering to groups on both sides of this chamber to work constructively to engage.
And to serve the best interests of the people of our great county. Thank you, Chair.

I'll speak in sport of Councillor Richard Jones's nomination.
I'll keep it short and sweet.
Basically, first of all, let's play tribute to Councillor Roberts as leader, because to be fair, he's had a tough year and health-wise.
He's come back and started looking to good form again.
But as for leader, I do believe, and honestly, with the open house, I do believe this is time for change, which is why I'll be supporting Councillor Richard Jones as leader. Thank you, Chair.

I speak in support of Councillor Ian Roberts as leader of this Council today, and I'd like to give them a reason why.
His knowledge of Council's affairs has breadth and depth, and he shares information through group meetings and member workshops,
and reliably informed that it isn't always like that with other leaders.
He has political acumen, a solid reputation with his peers, and has reached across the Chamber and considered a diverse range of views.
You may say that, of course, I'll be saying that having joined Cabinet last year as a Lib Dem.
But the truth of the matter is that Councillor Roberts has always listened to me.
Either as leader or Cabinet member, and regardless of the position I held within Council.
We don't always agree, but I've always been able to discuss issues openly and frankly with him.
Confident that due regard will be given to what I have to say, and I have known him listen and give due regard to what others have to say also,
regardless of which group they belong to, and even within his own group, unless of what's just happened.
Councillor Roberts grows to great lengths to reach across the Chamber.
And let's not forget the acceptance of the other budget option this year so that Council could present a united front and agree a budget during these difficult and challenging financial times.
Councillor and Roberts is focused on flincher, and he'll make difficult decisions acting in the best interest in flincher and our residents at all times.
I've never seen him waste an opportunity to push the case of flincher wherever he is.
Even at Landau Cathedral waiting for his majesty to arrive.
And I am confident that he will continue to work in the best interest of flincher going forward.
For me, Councillor and Roberts has been a great leader for flincher County Council, and I very much hope he continues in the role.

I'd like to nominate my group leader, Councillor Andrew Parkers, for Leader of the Council, in a position of flux today, which we weren't all expecting, but is entirely welcomed.
I would just comment on Councillor Paul Johnson's own words, where admittedly it seems to be a fraudulent slip, where he said, Fincher County Council needs strong leadership.
I would agree, it does, and it's not getting at the moment, and I believe Councillor Andrew Parkers would provide that strong leadership.
Councillor Johnson also acknowledged that there's a time that people in this Chamber feel it's a time for change, and as Councillor Jim Brokley has just said, in amongst the winds of change.
I do not believe the Council is best served by a continuation of the same policies pursued by the same leader.
So, hence my nominating Councillor Andrew Parkers, apart from being the leader of my group, he's also the leader of the Lib Den group on the WLGA, so he has extensive contacts, already works for Welsh Government, already works for the Council leaders across Wales to get the best deal.
So, I think it's, there we go, I can't think of a more honourable man or the man with more integrity to lead this Council.

of reference that they have at the moment, noting the point that Councillor Roberts
made that during the course of the year, he has asked me to help him review the terms
of reference for corporate resources over the US Groupney Committee, which is essentially
to make that overview of the Groupney Committee the gatekeeper and the responsible scrutiny
committee for a transformation program within the Council to help back the Council balance
the books, and Councillor Roberts also indicated the review during the next 12 months of the
Climate Change Committee.

I feel it might be appropriate with your permission, Mr. Chairman, to adjourn the meeting for
ten minutes prior to taking a vote on Councillor Roberts' recommendations to resolve some
new political balance issues, some new political balance issues, so that they can be dealt
with throughout this entire report and item rather than doing this by bits as we go through.
So I did understand that there might be a change of political balance during the meeting,
so if we are, if Council wants to recast political balance based on the change that
has taken place today, then I will need an adjournment to work out a new political balance.
That may take some little while, Chair, because at least four members of the new group each
have three seats at present, and they're only entitled to two seats, broadly speaking,
so I will need to speak with them and find out which of their seats they wish to retain
and wish they wish to leave behind, so that may take me some little while, Chair.
Specifically, Chair, we can proceed with the political balance calculations that are available,
but that would be difficult.

When you say that will take some little time, what do you put the guesstimate?
I'm going to need a good half an hour, I'd have thought, Chair, to make sure that I can
go through, work out where the committees go, put also, then work out the impact on other
groups, because, Chair, what happens – Quiet, please.
What happens, Chair, is when new groups are formed, the percentage of the council as
a whole alters, and sometimes the disparity between groups alters, so you will see that
in the political balances at the moment, what I've done is where a group has the highest
percentage of a chair over a seat on a committee, I will typically tend to allocate to that
group.
Now, that will change, given what has happened here, so I will need some little while, not
only to find out the wishes of the new group, but also to recalculate the entitlement of
all the other seats on the council, just to make sure that we do something that is law
for.

I'm going to then move on to the next item members, Gender Item 10, Schedule of Meetings
2024/25.
I will be brief, Chair, but I do need to speak apologies.
The report doesn't quite do justice to the difficulty of the task facing Nick Gittens,
and I think Kerry helped with this and all the Democratic Services team in trying to
all together a schedule of meetings.
We have a number of conventions that members of ASKAs to try and follow, not all of which
are compatible with one another.
So we try and avoid school holidays as part of our commitment to diversity.
We try and have meetings on regular days, but that sometimes causes clashes.
So for example, we try and schedule governance and audit committee on a Wednesday, but planning
also meets on Wednesday.
So on occasions there are two meetings on the same day.
Members don't want us to have two meetings on the same day, but those two rules really
do other ones that really do class.
And we also try to avoid certain days, such as the fire authority meetings, to enable
members to attend there and economic ambition board meetings, to enable members to attend
there as well.
Those challenges do make it very difficult.
If hopefully approving the schedule for the coming 12 months, members could agree that
we move away from the rule about the regular day.
I know that it helps members to have meetings scheduled on a regular day, but that is the
one I think that causes us the greatest difficulty.
Either that or we have to move away from the rule that says we can't have two meetings
on the same day.
Because those are the two that really badly class.
So in approving that, perhaps members could indicate that they'd be prepared to sacrifice
one or other of those rules.
And during the course of the year, we have had to adjust the schedule of meetings on
occasions.
And I don't think we've ever formally delegated authority to anybody to make that change.
So this year, for the first time, we ask for the authority to make that change for Steve
Goodrum, as the Democratic Services Manager, in consultation with the Chair of the Relevant
Committee, or Council if we're moving the date of Council.
That was all I wish to say, Chair.
Can I just congratulate you on your appointment?
I'm not sure.
Can you not make them say, We always get mixed up meeting Council Jones.
I don't know why, but I know we're both very good looking, but I did send an email request
actually.
I noticed that the Planning Committee meets, well, the site visit really.
I was on the Tuesday, the 27th of August, and it's the day after the Bank Holiday in
August, and there are school holidays, I think, at that time.
So my request was if we could move the site visit to Monday, the 2nd of September and
have the Planning Committee on Wednesday, the 4th of September, if that's possible.
So that was one request I made.
The other request, we did have one issue last year with the Planning Committee, which
is the Housing Committee, ran on some members here, that's why we changed the time to a
clock.
It's only happened at once, so I just wondered if it's possible, and I would want to give
Nicola a more work, I know it's a difficult thing to organise, but if there's a possibility
of when there isn't a committee meeting in the morning, if the Planning Committee in
the afternoon could start at 1 o'clock, it might not be an easy thing to do, but I've
just, there's about three or four, where there's no meetings in the morning, and Planning Committee
could start at 1 o'clock, if that's possible I'd appreciate it, because we did have one
meeting that went on to the 7 o'clock, we did have a lot of items and big planning
applications on that particular meeting, but that's been requested, I don't know whether
it'd be possible to have a second after that, thank you, thank you, thank you, Chair.

Yeah, it's on a slightly different, I agree with what Councillor Lloyd has said, and
he's the one with less payer than me, by the way, and you've got to have a call.

Yeah, there's only two for corporate resources, on January the 16th in 25th and in February
the 13th, there's two scrutiny's on the same day, and I was using them in the morning
on Thursday, sometimes our meetings run over, officers speak an awful lot of our meetings,
and so the meetings sometimes run over, I'm just wondering, I don't know, probably a conversation
with the scrutiny committee, but it doesn't matter to me, but it's a Thursday or a Friday,
I mean it could be, as far as I'm concerned, it could be a Friday morning, and I just wonder
whether that's something which the corporate resources members would consider, if we, if
we could save that cash over another scrutiny in the afternoon, there's probably other examples
where other scrutiny's are two a day, maybe the same could be done, I just think it doesn't
matter to me, I'm not sure about the other members, that's all.
So, Chair, if Council is happy with doing away with the rule about regular meeting days,
so always meeting on the same day, I think that enables us to solve both of the issues,
and I was very tempted, Chair, because it's been a long meeting to make a mischievous
joke about the length of the planning committee being down to the fault of the Chair, but
I won't. So, it's perfectly sensible suggestion, Chair, to be, you know, when there isn't
a new meeting to start, so one, I think, it'll be for members of the planning committee, therefore,
to check what time they're supposed to be turning up, but, you know, if they're comfortable
with that, Chair, then fine, it seems to be a very sensible way forward to enable members
and officers to be able to transact the business in a reasonable time.
It's a long time since I was on the planning committee, excuse me, but I seem to remember
that we used to start at one o'clock at some stage in the past. Is it any debate, any discussion
on the matter before I take the vote? Councillor Bithill.
I think that's the one plan of meeting, if it's been after considerable time, a normal
matter's deferred from a previous meeting, which, to be added to the agenda, I hope I
can admit to you, and normally, that would not be the case. So, I think the President
of the Chamber of the Director will be fine, but we can leave it in the hands of the Chair
and Vice Chair if they feel the need to actually put it in the meeting forward if there is
a round agenda, again, for whatever reason. Thank you.
