The Appointments Sub Committee was scheduled to meet to interview candidates for the position of Director of Housing Property and Asset Management. After the interviews, the committee was to determine which candidate, if any, should be offered the job. The Public reports pack 25th-Mar-2025 10.00 Appointments Sub Committee included a report from the Chief Executive, Stephen Halsey, providing details of the shortlisted candidates.

Director of Housing Property and Asset Management Interviews

The main item on the agenda was the interviews for the Director of Housing Property and Asset Management position. The ASC FI Director of HousProp Asset Manage report included a shortlist report prepared by Penna, the recruitment consultants.

The report pack stated that following the interviews, the Appointments Sub-Committee was expected to:

1. Interview and assess each candidate in accordance with the council’s policies and practices.
2. Determine which, if any, candidate should be offered the Post.
3. To note that following the determination of the Sub-Committee, the Executive will be given 48 hours to comment on the proposed appointment and should negative feedback be received the Sub-Committee may be required to meet to consider that feedback before an appointment is made.

The job description for the role stated that the Director of Housing Property and Asset Management is responsible for providing:

the strategic and operational leadership to achieve excellence in the delivery of our asset, reactive repairs and compliance approaches for the Councils owned housing stock, ensuring that resources are delivering timely and considerate value for money outcomes for residents.

The post became available after the insourcing of Housing Management in November 2023. The Director of Housing Property and Asset Management was originally reporting to an interim Director of Housing Management. However, due to the unprecedented level of investment into the council’s housing stock and the strategic importance of a long-term Housing Asset Management plan the interim position was removed, so that the Director of Housing Property & Asset Management, and the Director of Housing Neighbourhoods and Customer Services would report directly to the Corporate Director.

Exclusion of Press and Public

The committee was expected to exclude the press and public from the meeting for the consideration of the remaining business. This was because the agenda contained information defined as exempt in Part 1 of Schedule 12A of the Local Government Act 1972, which relates to the identification of individuals.

Declarations of Interest

Councillors were asked to note any declarations of interest, including those restricting members from voting under Section 106 of the Local Government Finance Act 1992. A DPINote from the Interim Monitoring Officer, Linda Walker, was included in the report pack to provide guidance on declarations of interest.

Minutes of Previous Meetings

The committee was scheduled to confirm the minutes of the previous Appointments Sub-Committee meeting held on Wednesday 5 March 2025. The ApptSub DPAM Slist Mins 050325 document shows that the previous meeting included a discussion and shortlisting of candidates for the Director of Housing Property and Asset Management position. The committee was also scheduled to confirm the exempt minutes of the same meeting.
