The Appointments Sub Committee was scheduled to meet to interview candidates for the role of Director of Regeneration, Housing Supply and Assets. The report pack included the agenda, the minutes of the previous meeting, and a report on the candidates who had been shortlisted. The Chief Executive of Tower Hamlets was scheduled to present a final interview report.
Director of Regeneration, Housing Supply and Assets
The Appointments Sub Committee was scheduled to interview candidates for the post of Director of Regeneration, Housing Supply and Assets. The post has been filled on an interim basis since October 2024. The role was advertised on the council’s website, the Penna Exec Search website, the MJ, and on social media including LinkedIn. Penna, the recruitment consultants, also undertook a targeted executive search.
The responsibilities of the Director of Regeneration, Housing Supply and Assets include:
- Increasing the direct build of affordable rented new build homes in the borough
- Working with the Mayor of Tower Hamlets on the delivery of mayoral capital projects
- Developing and delivering a Corporate Landlord function directed by a Strategic Asset Management Plan
- Reviewing the council's housing supply and delivery divisions
- Chairing the Asset Management & Capital Delivery Group
The report pack included a shortlist report prepared by Penna.
The recommendations to the Sub-Committee were:
- Interview and assess each candidate in accordance with the council’s policies and practices.
- Determine which, if any, candidate should be offered the Post.
- To note that following the determination of the Sub-Committee, the Executive will be given 48 hours to comment on the proposed appointment and should negative feedback be received the Sub-Committee may be required to meet to consider that feedback before an appointment is made.
- Subject to Recommendation 3 to note that the Interim Head of Corporate Human Resources will undertake all necessary recruitment processes to engage the selected candidate in line with the Council’s HR policies.
Exclusion of the press and public
The committee was asked to consider a motion to exclude the press and public from the meeting.
The reason given was:
That, under the provisions of Section 100A of the Local Government Act 1972 as amended by the Local Government (Access to Information) Act 1985, the Press and Public be excluded from the remainder of the meeting for the consideration of the Section Two business on the grounds that it contains information defined as Exempt in Part I of Schedule 12A of the Local Government Act 1972.
Declarations of interest
Councillors were asked to declare any interests, including any interests that would restrict them from voting under Section 106 of the Local Government Finance Act 1992. A note from the Interim Monitoring Officer was included in the report pack to provide guidance to councillors on what constitutes a disclosable pecuniary interest (DPI)1 and non-DPI interests.
