The Licensing Sub Committee met to discuss a new premises licence for Damir Shop, and an application for a new premises licence for Poplar Union, though the latter was resolved prior to the meeting and required no consideration. The committee heard from the applicant for Damir Shop, as well as a licensing officer, and considered written objections to the application before adjourning.
Damir Shop Premises Licence Application
Damir Shop, located at 5 Pennyfields, London, E14 8HP, applied for a new premises licence for the sale of alcohol for off-site consumption between 8am and 10pm, Monday to Sunday.
Kathy, a licensing officer, presented the application, noting that Councillor James King, as well as local businesses and residents, had submitted objections. The applicant had proposed conditions to be added to the licence, detailed on page 34 of the Public reports pack 03rd-Apr-2025 18.30 Licensing Sub Committee.
The applicant, Mr Valdemir Chionari, addressed the sub committee remotely, stating that the shop would operate a Challenge 25 policy1, train staff to refuse service to intoxicated individuals, and operate a no-loitering policy. Mr Chionari stated that the shop was a small grocery store, not a venue for large gatherings, and would limit the number of customers in the store to a maximum of 10 at a time. He added that the store layout had been carefully designed to allow clear and safe movement, and that fire safety regulations had been considered.
Mr Chionari stated that he believed competition was not a valid reason for rejecting the licence under the Licensing Act 2003, as the shop's primary focus was on serving the daily needs of local residents with essential goods, not just alcohol.
Councillor Faroque Ahmed asked the applicant what hours they were seeking, and Mr Chionari confirmed that they were seeking permission to sell alcohol from 8.30am to 10pm.
Poplar Union Premises Licence Application
The sub committee noted another application on the agenda, for a new premises licence for Poplar Union, part of 2 Cotall Street, London, E14 6TL. However, this item was resolved prior to the meeting and did not require consideration.
