Summary
The Licensing Panel of Hounslow Council scheduled a meeting on 29 April 2025 to discuss licensing matters. The agenda included discussion of temporary street trading licenses for the Chiswick Antiques & Vintage Market and the Food St Market, as well as procedural items and guidance on declaring interests.
Here's a breakdown of the key topics that were expected to be covered:
Declarations of interest The Monitoring Officer's note on interests reminded committee members to declare any personal or prejudicial interests in matters being discussed, in accordance with the Members’ Code of Conduct. The note outlined disclosable pecuniary interests, other registerable interests and the procedure to be followed in each case.
Chiswick Antiques & Vintage Market The panel was scheduled to consider an application from Jenny Titmuss, trading as Corky Events, for a temporary street trading licence for the Chiswick Antiques & Vintage Market, which sets up stalls adjacent to 123-211 Chiswick High Road. The market accommodates up to 79 pitches on the second Sunday of each month, selling antique and vintage goods. The report pack included the application, a copy of the current licence, representations received from the public (both in support and objecting), and comments from a ward councillor. Three representations objecting to the application had been received, including concerns from the Hogarth Statue project regarding the placement of stalls near the William Hogarth statue, and from a resident about parking, noise, and the need for a complaints procedure. Two hundred and twenty representations in support of the application had been received. Councillor Joanna Biddolph, a ward councillor, had commented that the eastern corner of Devonshire Road and Chiswick High Road should not be licensed for stalls due to safety concerns, and that a formal parking plan was needed. She also raised concerns about the market's impact on local businesses and requested that the Hogarth statue area be kept clear. The report noted that the panel could grant the application in full or in part, with or without extra conditions, or refuse it.
Food St Market The panel was also scheduled to consider an application from Richard Johnson of Street Food Ventures Ltd for a temporary street trading licence for the Food St Market, with stalls adjacent to 167-211 Chiswick High Road, between Devonshire Road and Linden Gardens. The market accommodates up to 49 pitches and one riser stage on the fourth Sunday of each month, also an area for tables and chairs and one ‘A’ board. The report pack included the application, plan, photos, current licence, one representation objecting to the application, the applicant’s reply, and 67 representations in support. One representation objecting to the application had been received, raising concerns about stalls trading non-food items, rubbish and littering, parking, and traders clearing the area promptly. The report noted that the panel could grant the application in full or in part, with or without extra conditions, or refuse it.
Reference Documents The panel had access to several reference documents to assist in their consideration of the cases, including the order of business, the procedure for the conduct of panel hearings, and the Hounslow Licensing Policy.
