The City of London Police Authority Board met on 14 May 2025 to discuss committee appointments, external member recruitment, the annual report, and the policing plan. The board agreed on the frequency of meetings for the board and its committees, appointed committee chairs, and approved role descriptions. Additionally, the board reviewed the recruitment of external members and received updates on the chair's activities, commissioner's updates, the draft annual report, and the policing plan.
Committee Appointments and Membership
The board addressed the structure and membership of its various committees. It was agreed that the current frequency of meetings for the board and its sub-committees was appropriate, as detailed in Appendix 1.
The board then moved to appoint the chairs of the sub-committees, approve their terms of reference, and confirm role descriptions. The approved role descriptions are available in Appendix 3.
The following actions were taken with regard to specific committees:
- Economic & Cyber Crime Committee (ECCC): The board approved the terms of reference and composition as outlined in Appendix 2. They agreed to appoint up to six members, in addition to the Chair and Deputy Chair, and noted the inclusion of the Chair of the Policy & Resources Committee or their nominee.
- Strategic Planning & Performance Committee (SPPC): The board approved the terms of reference as proposed in Appendix 2. They agreed to appoint up to six members, in addition to the Chair and Deputy Chair, as well as two external members.
- Resource, Risk & Estates Committee (RREC): The board approved the terms of reference as proposed in Appendix 2. They agreed to appoint up to six members, in addition to the Chair and Deputy Chair, and two external members. The board noted the responsibility of the Audit & Risk Management Committee to co-opt one member to the RREC, and that the Chair of the Finance Committee, or their nominee, would have a place on the RREC.
- Professional Standards & Integrity Committee: The board approved the terms of reference as proposed in Appendix 2. They agreed to appoint up to six members, in addition to the Chair and Deputy Chair, and two external members.
- City of London Police Pensions Board: The board agreed to appoint the Chair and Deputy Chair and endorsed the terms of reference outlined in Appendix 2.
The board also considered nominations to other bodies, including the Streets and Walkways Sub (Planning and Transportation) Committee, the Digital Services Committee, the Homelessness and Rough Sleeping Sub (Community and Children’s Services) Committee, the Association of Police and Crime Commissioners, and the Projects and Procurement Sub-Committee.
Recruitment of External Members
The board discussed the recruitment of external members to the City of London Police Authority Board and its sub-committees. Following the election of Melissa Collett to the Common Council, a vacancy for an external member was created. Additionally, Andrew Lentin's term was concluding in September 2025, making him ineligible for another term.
The board agreed to authorise the Town Clerk to finalise a role profile and application form for:
- Two External Members for the City of London Police Authority Board for a four-year term ending in September 2029.
- One external member on the Economic and Cyber Crime Committee (ECCC) for a four-year term ending in July 2029.
- Two external members on Strategic Planning & Performance Committee (SPPC) for a four-year term ending in July 2029.
- One external member on Resource Risk and Estates Committee (RREC) for a four-year term ending in July 2029.
- Two external members on Professional Standards and Integrity Committee (PSIC) for a four-year term ending in July 2029.
The board endorsed a panel consisting of the Chairman, Deputy Chairman(s) of the Police Authority Board, the relevant Chairs of the Sub-Committees and an appropriate officer of the Corporation to conduct interviews for potential candidates. They also delegated authority to the Town Clerk, in consultation with the Chairman and Deputy Chairman(s), to recommend a candidate to the Court of Common Council meeting in September 2025 following interviews for shortlisted candidates for the Police Authority Board.
Chair's Update
The board received an update from the Chair, Tijs Broeke, on several key activities. The new City of London Policing Plan 2025-28 was published on 2 April 2025, outlining the priorities for the City Police for the next three years. The plan focuses on keeping the City safe, putting victims first, and improving the national response to fraud and cyber crime.
The Chair's update also highlighted external engagement activities, including visits and roundtables with key figures such as the Solicitor General, Lucy Rigby KC MP, Economic Secretary to the Treasury, Emma Reynolds MP, and Home Office Security Minister, Dan Jarvis MP. These engagements focused on tackling fraud, economic crime, and illicit finance.
The public launch of the City Victims Strategy on 14 February was also noted, along with the upcoming annual refresh of the Serious Violence Duty strategy. Additionally, the City of London will receive £1 million in grant funding from the Home Office to deliver hotspot policing initiatives targeting serious violence and anti-social behaviour1.
Commissioner's Update
The Commissioner's update, presented by Commissioner Pete O’Doherty, included details on local operations, security, and national economic and cyber crime initiatives. The new policing plan includes initiatives to tackle phone snatching, changes to Home Office Counting Rules for theft and robbery, and responses to a Supreme Court ruling on gender.
The update also highlighted the National Business Crime Centre's award as the UK Police Service of the Year and successful operations targeting shoplifters and organised crime groups. The Cycle Team's efforts in tackling anti-social behaviour and promoting road safety were also noted, along with a pass-out and naming ceremony for the Mounted Branch and Dog Section.
Draft City of London Police Annual Report 2024-25
The board received the draft City of London Police Annual Report 2024-25 for review. The report includes information on crime, financial and staff statistics, and a summary of performance highlights from the past year. Members were asked to provide comments on the draft report by 28 May 2025, with a final version to be submitted to the Police Authority Board on 23 July 2025 before its submission to the Court of Common Council in September.
Policing Plan 2025-2028
The board was presented with the City of London Policing Plan for 2025 to 2028, which was published on 2 April 2025. The plan includes a new vision to be a trusted and inclusive police service, keeping the City of London safe and transforming the national policing response to fraud, economic and cyber crime
and a new strapline going the extra mile

The plan focuses on key priorities such as keeping people in the City safe, putting victims at the heart of everything, and improving the national policing response to fraud, economic, and cyber crime. The board noted that the Policing Plan’s performance framework will be the basis for holding the City of London Police to account for delivering on the objectives set out in the Plan.
