Appointment of a Representative to the LHFIG

Councillor Elizabeth Threlfall was appointed as the lead member for the Local Highways and Footpath Improvement Group (LHFIG) for 2025/26. The LHFIG operates as an informal working group, making recommendations to the Area Board for approval. The terms of reference for the LHFIG detail its membership, which includes members of the Area Board, town and parish council representatives, and community/stakeholder representatives. The LHFIG's purpose is to determine priorities and levels of expenditure for small-scale transport schemes in the community area. It has a discretionary highways budget allocated by the Cabinet Member for Transport, Waste, Street Scene and Flooding, which can only be used to provide new and improved highway infrastructure. The funding is suitable for schemes that improve safety, increase accessibility and sustainability by promoting walking, cycling, and public transport, and improve traffic management. The LHFIG cannot fund revenue functions, such as routine maintenance schemes or the provision of passenger transport services.

Appointment of Chairman and Vice-Chairman

Councillor Chuck Berry was elected as Chairman of the Malmesbury Area Board for 2025/26. The Democratic Services Officer called for nominations, and Councillor Gavin Grant nominated Councillor Chuck Berry, which was seconded by Councillor Martin Smith. As there were no other nominations, Councillor Chuck Berry was elected.

Following the election of the Chairman, Councillor Elizabeth Threlfall nominated Councillor Gavin Grant as Vice-Chairman, seconded by Councillor Martin Smith.
