The Regulatory and Appeals Sub Committee of Boston Borough Council was scheduled to meet on 21 May 2025. The agenda included an application for a private hire vehicle driver licence. The committee was also expected to elect a chair for the meeting.
Application for a Private Hire Vehicle Driver Licence
The sub-committee was scheduled to consider an application for a private hire vehicle driver licence. The report pack included a report by Christian Allen, Assistant Director – Regulatory, regarding the application.
The meeting was expected to follow a set procedure for taxi licensing hearings, including inviting the applicant and the Senior Licensing Officer into the room, introductions, a presentation of the Senior Licensing Officer's report, and opportunities for questions from the sub-committee to both the Senior Licensing Officer and the applicant. The procedure also stated that:
The Chairman advises the Applicant that the Members of the Sub-Committee will consider the report in private and make their decision. The Legal Representative will remain with them, but will at no point take part in the deliberations; the Legal Representative will give legal advice if required and the decision notice will contain details of this advice.
Exclusion of Public and Press
The sub-committee was to consider a resolution to exclude the public and press from the meeting during the discussion of the application for a private hire vehicle driver licence. This was justified on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 19721, as amended by the Local Government (Access to Information) (Variation) Order 2006.
