Licensing Review Sub-Committee - Tuesday, 27th May, 2025 6.30 pm
May 27, 2025 View on council websiteSummary
The Licensing Review Sub-Committee was scheduled to convene to discuss two applications for the review of premises licences for the Woolwich Snooker Club (formerly known as Hustlers Snooker Club & Sports Bar) at 2-10 Hare Street, Woolwich. Both applications were brought by PC Mindaugas Alsauskas on behalf of the Metropolitan Police, and relate to the licensing objectives for the prevention of crime and disorder, and public safety.
Review of Premises Licence for Woolwich Snooker Club
The sub-committee was scheduled to consider an application to review the premises licence LN/8432 for the Woolwich Snooker Club. The application was submitted by PC Mindaugas Alsauskas of the Metropolitan Police, citing concerns over the prevention of crime and disorder and public safety.
The application stems from an incident on 2 February 2025, where the Premises Licence Holder and Designated Premises Supervisor, Mr Tacim Yavuz, was allegedly involved in an altercation outside the premises. According to the police report, Mr Yavuz intervened in a fight between two males, assaulting one of them. PC Alsauskas stated that Mr Yavuz's conduct undermines the licensing objectives of the Prevention of Crime & Disorder and Public Safety.
The police also reported that they were unable to obtain CCTV footage from the premises following the incident, and that Mr Yavuz had not provided any communication regarding the incident. The police stated that this was a breach of the licence conditions.
Specifically, the police noted breaches of the following conditions:
A fully operational CCTV system shall be provided throughout all public parts of the premises. Recordings shall be kept for a period of at least thirty-one (31) days and made available to Police and Council officers on request.
Staff shall be fully trained in the operation of the CCTV system and there shall be at least one person on duty during trading hours who is able to provide a recording of any incident at the request of the police and/or licensing authority.
The Metropolitan Police requested that the sub-committee consider revoking the premises licence.
In support of the review application, Ishwak Ahmed, RBG Public Health, submitted a representation aligning with the police's concerns.
Review of Premises Licence for 'Multi-Use Events Venue' at Woolwich Snooker Club
The sub-committee was also scheduled to consider a second application to review a premises licence, this time for the 'Multi-Use Events Venue' at the Woolwich Snooker Club. As with the previous application, this was brought by PC Mindaugas Alsauskas, citing the same concerns regarding crime, disorder and public safety, and relating to the same incident on 2 February 2025.
The 'Multi-Use Events Venue' operates as a nightclub, with a separate premises licence (LN/15128) to the main snooker club. Mr Tacim Yavuz is the licence holder, and Mr Bahattin Huseyin Dag is the Designated Premises Supervisor.
PC Alsauskas stated that Mr Yavuz's involvement in the alleged assault, and the subsequent failure to provide CCTV footage, undermined the licensing objectives. As with the review application for the main snooker club, the police requested that the sub-committee consider revoking the premises licence.
Ishwak Ahmed, RBG Public Health, also submitted a representation in support of this review application.
