The Panel of the Committee of the Licensing Authority for South Holland Council met to consider a premises licence variation application for Deli Mini Market and to exclude the public from discussion of some appendices to the application. Councillor Jack Tyrrell, Chairman of the Panel of the Committee of the Licensing Authority, was scheduled to chair the meeting.

Deli Mini Market Licence Variation

The panel were scheduled to consider an application from Deli Mini Market Ltd to vary its premises licence under the Licensing Act 2003.

Deli Mini Market, located at 12A Sheep Market, Spalding, Lincolnshire, PE11 1BE, holds premises licence PL0499, which was granted on 18 December 2024 with additional conditions attached. The applicant, represented by D Dadds, a solicitor, sought to amend condition 7 of Annex 3 of the premises licence, and to add an additional condition.

The existing condition stated:

The persons known as Haiman Fatah Mohamad and Hasan Pispar will not be permitted to attend upon the Premises in any capacity and are to have no involvement whatsoever in the running of the Company or the Premises.

The applicant proposed to replace this with two conditions:

7.(a) The person known as Hasan Pispar will not be permitted to attend upon the Premises in any capacity and is to have no involvement whatsoever in the running of the Company or the Premises

and

7.(b) Mr Haiman Fatah Mohamad will be excluded from any involvement in the ownership and/or management of the Company or the Premises but he is permitted to be employed on the premises under supervision

The reason given for the proposed variation was that Mr Haiman Fatah Mohamad has fallen out of work and is known by the owners who wish to employ him to work on the premises under supervision, with assurances that Mr. Mohamad would not be left unattended or involved in management.

According to the report pack, Lincolnshire Police had submitted a relevant representation on 2 May 2025, in respect of the application. This representation related to all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The Panel were advised that they could modify the conditions of the licence or reject the whole or part of the application.

Exclusion of Public

The Panel were also scheduled to consider a resolution to exclude the public from the meeting during discussion of the exempt appendices to agenda item 3, based on Section 100A(4) of the Local Government Act 1972, due to the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of part 1 of Schedule 12A of the Act.
