The Planning Sub-Committee (2) is scheduled to meet on 10 June 2025 to discuss several planning applications and a tree preservation order. The most significant items include alterations to Dolphin Square and a planning application for 1-7 Livonia Street. The committee will also consider a Tree Preservation Order (TPO) for a sycamore tree at Paddington Bowling and Sports Club.
Dolphin Square, London
The committee will look at a planning application for alterations to the ground floor of Rodney House in Dolphin Square. The proposed changes include new shopfronts on Chichester Street, new accessible entrances with ramps, and associated works.
The applicant, Ramlugun, is seeking permission to introduce new shopfronts to the east and west wings of Rodney House, along with new railings and a bridge over the lightwells for level access, to create 1114sqm of flexible retail floorspace.
The report pack notes that objections have been received from the Twentieth Century Society and five residents, who are concerned about the loss of the art deco shopping arcade and small local convenience shops. The report pack says that Policy PIM7 of the Pimlico Neighbourhood Plan 2021–2040 relates to Dolphin Square and states that redevelopment proposals must seek to retain the fabric of the art deco shopping arcade. The report pack also says that:
The loss of the retail arcade is highly regrettable, however, as the building is not listed, and a certificate of immunity from listing was recently renewed for the estate, the internal arcade and shopfronts are not protected.
The planning officer's report recommends conditional permission be granted.
1 - 7 Livonia Street, London, W1F 8AD
The Planning Sub-Committee (2) will consider a planning application for alterations to 1 - 7 Livonia Street, including the removal of existing plant rooms, the erection of 1 and 2 storey roof extensions at 4th and 5th floor levels for office use, and the creation of roof terraces. The applicant, Livonia Investments Ltd, also proposes to erect 2-storey rear extensions at ground and 1st floor levels with roof terraces, make external alterations to the building's front and rear elevations, alter the appearance of the passageway, infill a front lightwell, and carry out works to the highway.
The report pack notes that the Soho Society has objected to the proposals on the grounds that the terraces will lead to overlooking and noise pollution, and that the potential for retail or food and beverage use on the ground floor poses a direct threat to Soho's unique character.
The planning officer's report recommends conditional permission be granted, subject to the completion of a Section 106 agreement1 to secure highway works and the cost of monitoring the agreement.
3 Northumberland Place, London, W2 5BS
The committee will discuss a planning application for the erection of a mansard roof extension to a five-storey terraced house at 3 Northumberland Place, and the installation of solar panels.
The report pack notes that the Notting Hill East Neighbourhood Forum has said that the application proposes a flat roofed mansard, which is at odds with their Neighbourhood Plan policy NHE9, which favours the double pitched version for both historic and sustainability reasons.
The planning officer's report recommends that permission be refused on design grounds, stating that the mansard roof extension would harm the appearance of the building and the integrity of the buildings within the terrace, and would fail to preserve or enhance the character and appearance of the Westbourne Conservation Area.
103-105 Harley Street, London, W1G 6AJ
The Planning Sub-Committee (2) will consider a planning application for the removal of existing roof structures and the erection of a single storey roof extension at 7th floor level at 103-105 Harley Street. The proposal includes a two-bedroom flat with an enclosed plant area at the front and the creation of a rear terrace.
The report pack notes that the Marylebone Association has raised an objection to the design quality and insufficient sustainability considerations.
The planning officer's report recommends that conditional planning permission be granted.
Tree Preservation Order No. 715 (2024): Paddington Bowling and Sports Club, Castellain Road London W9 1HQ
The committee will discuss whether to confirm Tree Preservation Order No. 715 (2024), which was provisionally made to protect one sycamore tree at Paddington Bowling and Sports Club. The TPO was made following receipt of a notice of intent to remove the tree, with the reasons given being that the roots of the tree are damaging playing courts, and because of light issues.
The report pack notes that an objection to the TPO was received from one nearby resident, who stated that the tree blocks out light and their view.
The planning officer's report states that the Arboricultural Officer has responded to the objection, noting that permission for pruning the tree was recently approved. The report also notes that Councillor Barraclough supports the TPO, stating that nobody has mentioned to him that the tree is causing damage and needs to be removed.
