The General Licensing and Registration Sub-Committee (1) of Durham County Council met on 17 June 2025 to discuss several licensing matters. The meeting included consideration of the ongoing suitability of drivers to hold private hire and Hackney Carriage licences, as well as a new application for a private hire driver's licence. Some of the items were scheduled to be discussed in private due to the confidential nature of the information.

Driver Licensing

The agenda included several items related to driver licensing. Specifically, the committee was scheduled to consider:

• The ongoing suitability of a driver to be licensed as both a Private Hire Driver and a Hackney Carriage Driver.
• The ongoing suitability of a joint driver.
• A new application to be licensed as a Private Hire Driver.

Minutes from 1 April 2025

The minutes from the previous meeting held on 1 April 2025 were included in the report pack. At that meeting, with Councillor D Brown as Chair, the Sub-Committee:

• Agreed the minutes of the meeting held on 18 February 2025 as a correct record.
• Considered an application to be licensed as a Private Hire Operator in the absence of the applicant, who had notified the Senior Licensing Enforcement Officer of their inability to attend. Durham Constabulary representatives provided information about the applicant's criminal record. The Sub-Committee subsequently resolved to refuse the application.
