Waste Partners Report

The Waste Partnership was scheduled to acknowledge updates on waste activities taking place in each area since the last meeting in March 2025.

  • Rugby Borough Council (RBC) reported that they had recruited an Operations Manager, and that a report on the Hunters Lane yard reconfiguration was going to the council in June, with work potentially starting in September/October 2025. RBC also reported an increase in asbestos fly tipping and incidents of aggression from residents on bin collections.
  • Warwick District Council (WDC) reported that a new Contract Services Manager had started in post in early May. WDC were planning improvement projects, including a waste education strategy, improvements to on-street recycling services, and roll-out of food waste collections for communal properties. Weekly sack collections were to be reintroduced in a small number of town centre residential locations. A proposed WEEE1 recycling partnership with Action 21 was on hold due to logistical challenges. New re-deployable CCTV had been installed at rural fly tipping hot spot areas. Solar mats had recently been installed on 20 refuse collection vehicles, reducing carbon emissions.
  • Stratford-on-Avon District Council (SDC) reported that they had the third highest household recycling rate in England in 2023/24, at 61%. There were 12 missed collections per 100,000 in May across Stratford-on-Avon District and Warwick District. Plastic bags and wrapping were now being collected as part of the fully comingled recycling service. Food waste collections were being rolled out to communal properties. On-street recycling bins were being installed in all the main towns across the district. 77% of all households in Stratford-on-Avon District had signed up to the Cloud 9 Citizen Mobile app, and the most viewed module is 'Waste Collections'. Time banded collections have been introduced in Stratford Town Centre. SDC's new Waste and Recycling Sustainability Officer (Katie Walker) had been carrying out some detailed analysis on reducing the contamination of recyclable materials.
  • Warwickshire County Council (WCC) reported that Burton Farm recycling centre would have a temporary closure of one or two days due to essential repairs to the mains water supply. A change to legislation meant that there were new limits on the quantity of DIY-derived rubble, soil or plasterboard that can be brought to a recycling centre per 4 week rolling cycle. The Age UK Coventry & Warwickshire Reuse shops continue to have success. Food waste transfer continues at Princes Drive and Burton Farm prior to transfer to the Severn Trent Green Power anaerobic digestion facility. Warwickshire County Council are currently able to accept upholstered seating at all the recycling centres except Shipston, Stockton and Wellesbourne. Slim Your Bin has recruited 1,492 'bin dieters' onto its 4-week training programme. In 2024/25, 120 school visits were made. In 2024/25 WCC held 16 home composting events. Thanks to residents' good work recycling their textiles, WCC were pleased to announce the target has been reached to sponsor another Guide Dog Puppy. A dynamic purchasing system has been put in place for niche and low volume waste materials such as engine oil, automotive batteries etc. The team have begun planning the next round of waste procurements including garden waste composting and food waste containers.
