The Kensington and Chelsea Licensing Sub-Committee met to consider a notice to hold a temporary licensable event at All Saints Church, Clydesdale Road, during Notting Hill Carnival. Objections to the event had been received from the police and the Noise and Nuisance Team. The report pack included the temporary event notice, the objections, and extracts from the council's Statement of Licensing Policy.

Temporary Event Notice: All Saints Church, Clydesdale Road

The sub-committee was scheduled to consider a Temporary Event Notice (TEN) application from Mr Andrew Francis for All Saints Church, Clydesdale Road, London, W11 1JF.

Mr Francis applied for permission to sell alcohol for consumption off the premises in the rear outdoor area of the church (facing Powis Gardens) during the Notting Hill Carnival on:

• Sunday 24 August 2025 from 12:00 to 19:00
• Monday 25 August 2025 from 12:00 to 19:00

The report pack stated that Mr Francis confirmed that the maximum number of people in attendance at any one time would be 12.

A plan of the church rear area was included in the report pack.

Objections

The licensing authority received objections from the Metropolitan Police Service (MPS) and the Environmental Health Noise and Nuisance Team.

PC Tom Stewart of the MPS objected to the TEN on the grounds of:

• Prevention of Crime and Disorder
• Public Safety

PC Stewart stated that the location of the proposed activities is in a highly congested area within the carnival footprint, and that the sale of alcohol in this location would have an adverse impact and may lead to an increase in crime and disorder, as well as drawing additional people to an already congested area.

Mr Philip Richardson, Principal Environmental Health Officer, objected to the TEN on behalf of the Environmental Health Noise and Nuisance Team on the grounds of:

• Prevention of Public Nuisance
• Public Safety

Mr Richardson stated that the proposed location for the sale of alcohol is situated within a highly congested area of the carnival footprint, in close proximity to a number of very popular sound systems. He raised concerns that permitting the sale of alcohol at this site is likely to have a negative impact, potentially contributing to an increase in public nuisance, and may exacerbate congestion by attracting additional individuals to an already overcrowded area, significantly impacting on the safety of members of the public.

Licensing Policy

The report pack included extracts from the council's Statement of Licensing Policy, which states that the licensing authority must carry out its licensing functions so as to promote the four licensing objectives:

1. The prevention of crime and disorder
2. Public safety
3. The prevention of public nuisance
4. The protection of children from harm

The policy states that the council prefers that event organisers give at least 28 days' notice of a planned event, and in the case of events planned to take place within the Notting Hill Carnival footprint, recommends that TENs are submitted at least 12 weeks in advance.

The Licensing Authority will pay particular attention to any application for a premises licence or to any TEN notification in this area, and its close proximity, that is intended to include the weekend of Notting Hill Carnival (Saturday, Sunday and Monday).
