Mr Richardson stated that the proposed location for the sale of alcohol is situated within a highly congested area of the carnival footprint, in close proximity to a number of very popular sound systems. He raised concerns that permitting the sale of alcohol at this site is likely to have a negative impact, potentially contributing to an increase in public nuisance, and may exacerbate congestion by attracting additional individuals to an already overcrowded area, significantly impacting on the safety of members of the public.

Licensing Policy

The report pack included extracts from the council's Statement of Licensing Policy, which states that the licensing authority must carry out its licensing functions so as to promote the four licensing objectives:

  1. The prevention of crime and disorder
  2. Public safety
  3. The prevention of public nuisance
  4. The protection of children from harm

The policy states that the council prefers that event organisers give at least 28 days' notice of a planned event, and in the case of events planned to take place within the Notting Hill Carnival footprint, recommends that TENs are submitted at least 12 weeks in advance.

The Licensing Authority will pay particular attention to any application for a premises licence or to any TEN notification in this area, and its close proximity, that is intended to include the weekend of Notting Hill Carnival (Saturday, Sunday and Monday).
