Summary
Here is a summary of the items scheduled for discussion at the North Northamptonshire Council Planning Committee meeting on 25 June 2025.
The agenda included planning applications for residential development, a battery energy storage system, and a residential-led mixed-use development. Councillors were also scheduled to discuss associated infrastructure, access, drainage, and landscaping for these projects.
Planning Application NW/24/00138/OUT - Glenvale Park, Phase 2 Development Site
An outline planning application for a residential-led mixed-use development at Glenvale Park Phase 2 Development Site, Niort Way, Wellingborough, was scheduled to be discussed. The application requests permission for:
- Up to 1,000 homes (Use Class C31)
- Employment uses of up to 26,118 square metres (including Use Classes B22, B83 and E(g)(ii and iii)4)
- A children's day nursery (Use Class E (F1 (a)))
- A sports pitch and changing rooms
- Green infrastructure
- Supporting infrastructure
- Surface water drainage
- Internal highway network
- Ground remodelling and other ground works
All matters were listed as reserved except for the formation of a new access from the A509 Niort Way.
The application site occupies approximately 81.12 hectares and forms part of the Wellingborough North Sustainable Urban Extension (now known as Glenvale Park).
The report pack noted that the application was an Environmental Impact Assessment development, and included a summary of the applicant's Environmental Statement, which considered:

Planning Application NW/23/00360/FUL - Grendon Lakes, Main Road, Grendon
Councillors were scheduled to discuss a full planning application for a battery energy storage system (BESS) at Grendon Lakes, Main Road, Grendon. The application included associated infrastructure, access, drainage, and landscaping.
The proposed development included:
- 15 full-sized shipping containers modified to accommodate batteries
- 15 half-sized shipping containers modified to accommodate the inverters and transformers
- One switch and control unit
- A 2.5-metre-high mesh security fence
- A sub-station measuring 17.4 metres by 46 metres
- Underground cable connections
- Two attenuation ponds and three drainage swales
- Internal access tracks
The report pack noted that the application was an Environmental Impact Assessment development, and included a summary of the applicant's Environmental Statement, which considered:

- Landscape and Visual impact
- Ecology and Nature Conservation
- Climate Change
- Other Environmental Effects
The report pack noted that Grendon Parish Council objected to the application, and that there had been more than 10 objections from other sources.
The report pack included a recommendation to grant planning permission, subject to securing suitable mitigation to safeguard Great Crested Newts, and the imposition of conditions.
Planning Application NW/24/00486 FUL - Land area 26A Stanton Cross, Mill Road, Wellingborough
Councillors were scheduled to discuss a full planning application for the demolition of an existing building and the provision of a development comprising 47 residential dwellings at Land area 26A Stanton Cross, Mill Road, Wellingborough.
The application included communal amenity space, associated car/cycle parking, and waste/recycling storage.
The report pack noted that the application had originally been brought before the South Area Planning Committee because it fell outside of the Council's scheme of delegation because the proposal was for major development and was considered to have a finely balanced officer recommendation due to the lack of provision of on-site affordable housing and reduced financial contributions towards existing community and infrastructure due to viability issues of bringing the site forward with a policy compliant scheme.
The report pack noted that Wellingborough Town Council had removed their initial objection to the scheme, and that the NNC highway engineer had confirmed that there were no highway objections to raise on the application.
The report pack included a recommendation to grant planning permission, subject to the completion of a Section 106 legal agreement and conditions.
