Summary
The Tidworth Area Board was scheduled to meet to discuss community engagement and partnership updates, make appointments to outside bodies, and review recommendations from the Local Highways & Footways Improvement Group (LHFIG). The board was also expected to receive updates from partners, including Wiltshire Police.
Local Highways and Footways Improvement Group (LHFIG)
The board was scheduled to note the minutes from the LHFIG meeting held on 11 June 2025, as detailed in the Public Reports Pack.
Several ongoing and new issues were expected to be discussed, including:
Station Road, Tidworth: An amendment to the existing layout on Station Road, where posts are frequently damaged, causing a trip hazard. The proposal involves installing reboundable bollards. The board was also scheduled to consider the damaged brick column at the top of Station Road, to determine whether it should be repaired or removed.
Butts Hill, Upper Chute: A request for an additional street light at the end of the footpath at the top of Butts Hill, to improve security.
A338 Collingbourne Ducis: The LHFIG were disappointed that the substantive bid to improve the A338 / A346 Church Street / High Street Junction was unsuccessful. The LHFIG were scheduled to discuss how much the potential contributions should be if the application was resubmitted.
Everleigh Footpath 8: Replacement signs for Everleigh Footpath 8, which starts from the Netheravon Road.
Ludgershall Empress Way: Refurbishment of the highlighted crossing area with Buff HFS[^1].

Wylye Road, Tidworth: A new footpath on Wylye Road, from the Clarendon Nursery School gate to the road.
A342 Butt Street / Castle Street, Ludgershall: Cars crashing into bend including signage possibly due to speeding.
Forest/Hookwood Lane Upper Chute: Relocation of road narrows sign.
Old Common Way, Ludgershall: Additional dropped kerbs at the entrance to the Bartlett House site entrance.
Andover Road, Ludgershall: A safety issue for pedestrians navigating across the road to access public transport and allotments.
Andover Road, Ludgershall: The road signage opposite the war memorial needs a sign for HGVs telling them that the high street is a 7.5tonne weight restriction.
Church Street, Collingbourne Ducis: Bollards installed on the grass verge so vehicles cannot make the road as wide as they like.
Station Road, Tidworth: Removal of taxi parking.
Community Area - Engagement and Partnership Update
The board was scheduled to receive a report from the Engagement and Partnerships Manager on their strategic and local work, as well as key resources for councillors, partners, and residents. Each councillor was expected to provide an overview of their division, highlighting key challenges and opportunities for the Area Board to support.
The Engagement and Partnerships Update included the following key workstreams:
- Voluntary, Community and Social Enterprise (VCSE) sector and Wiltshire Council framework: Engaging with local and countywide VCSE organisations to understand challenges and opportunities.
- Employment opportunities for residents with SEND: Developing local employment and work experience opportunities.
- Wiltshire Youth framework action: Ensuring an up-to-date asset map of the local youth offer and addressing gaps in provision.
- Tobacco Control Alliance: Working with partners to reduce smoking dependency.
- Tackling food insecurity and cost of living effects: Working with local groups to ensure efficient use of Household Support Fund 7 resources.
- Facilitating Social Value Opportunities: Connecting community groups with volunteer support and materials.
Tidworth Area Board legacy workstreams from 2024/25: Continuing support for initiatives such as the Op Lazurite Group[^2], Tidworth Community Area Health and Wellbeing Group, and detached youth work projects.
[^2]: A scheme run by the MOD to help improve community cohesion.
Appointments
The board was scheduled to appoint lead members to outside bodies and consider appointing a lead member to the role of Area Board Environment Lead and Youth Lead. The appointments of representatives report included a list of outside bodies for which councillor representatives were to be appointed.
Partner Updates
The board was scheduled to receive written updates from partners, including Wiltshire Police. Verbal updates were also expected from town and parish councils, and the MOD.
Wiltshire Police's update included information on local priorities, such as burglary, retail/business crime, and anti-social behaviour. The update also included a Road Safety Update, with information on the #Fatal5 education campaign1, community speed enforcement officers, and traffic surveys.
Other Items
The agenda also included:
- Open floor: An opportunity for residents to ask questions of the Area Board Councillors.
- Area Board Funding: There were no grant applications received.
- Urgent Items: Any other business which the Chairman agrees to consider as a matter of urgency.
Chairman's Announcements: Including an update on Shared Lives Wiltshire[^4].
