Summary
The Court of Common Council of City of London Council were scheduled to meet on 26 June 2025, to discuss a number of items including a motion to renovate housing estates, and a proposal to procure a replacement Pan-London Sexual Health eService. They were also scheduled to consider applications for the Freedom of the City.
Housing Estate Renovations
Alderwoman Martha Grekos put forward a motion that the City Corporation should explore liquidating investments held within the City's Estate to fund the renovation of its housing estates. The motion stated that the continuing dilapidation is an ongoing scandal
, and that the relevant committees be instructed to bring forward proposals as to how this can be achieved as soon as possible. The motion was seconded by Deputy Bethany Coombs and supported by Vasiliki Manta, Leyla Ostavar, Tana Adkin KC, Jason Pritchard, Sue Farrington, Stephanie Steeden, Helen Ladele and Philip Woodhouse.
Pan-London Sexual Health eService
The Finance Committee were scheduled to ask for approval to begin a competitive process to procure a replacement Pan-London Sexual Health eService (SHL.UK).
The report pack noted that:
London's Sexual Health E-Service is part of the Pan London Sexual Health Programme (LSHP) which aims
to manage and deliver an efficient virtual service as part of a wider healthcare system that responds effectively to the sexual and reproductive health needs of London's residents.
In 2017, 30 London local health authorities agreed to collaborate to deliver these sexual health services under an Inter-Authority Agreement (IAA), with the City Corporation acting as the Lead Authority. The City Corporation awarded the contract for the provision of the E-Service to Preventx Ltd on 15 August 2017, and the contract was extended, with the final extension taking the contract end date to 14 August 2026. Preventx Ltd sub-contract with Chelsea and Westminster NHS Trust and Lloyds Online Doctor for clinical leadership, patient care and the supply of medical treatments.
The report pack stated that the 30 participating authorities have recommended that the current E-Services contract is re-procured and to go live on 15 August 2026, and that publishing the tender documentation in June 2025 would ensure there is adequate time for the delivery of a comprehensive competitive procurement process.
The Finance Committee recommended the competitive process option for re-procuring the contract, as it has the advantages of encouraging a cost-effective service e-provision, promotes new approaches and improvements in service delivery and reduces the legal and reputational risk associated with direct awards.
The report pack also noted that the SHL.UK E-Service has a 99% service user satisfaction rate, and fully supports the City's outcome of Providing Excellent Services
. It stated that the current contract has so far delivered high user satisfaction (99% recommendation rate), award-winning service, and significant testing activity (57% of all testing in London), and has recently been awarded 'Environmental Sustainability Project of the Year' at the HSJ Partnership Awards 2025 for the recycling and reuse of testing equipment.
