Summary

Here is a summary of the agenda for the Planning Committee meeting of Doncaster Council, scheduled for 1 July 2025. The meeting was scheduled to cover a schedule of applications, including residential developments, a change of use for a children's care home, and associated infrastructure. The Planning Committee was expected to discuss and make decisions on these items, but without access to the minutes, it is not possible to say whether any decisions were made.

Land north of Hatfield Lane, Barnby Dun

The committee was scheduled to discuss a full planning permission application for the erection of 150 dwellings with associated access, drainage infrastructure, public open space and landscaping on land north of Hatfield Lane, Barnby Dun. The application was reported to the Planning Committee due to the number of representations received.

The key issues outlined for consideration were:

  • The proposed residential development's accordance with the Doncaster Local Plan Developer Requirements.
  • The delivery of a mixed housing scheme including 23% on-site affordable homes.
  • The design quality and its appropriateness as an urban extension to Barnby Dun.
  • The provision of public open space (3.8ha / 34% of site).
  • A detailed landscaping scheme.
  • Biodiversity Net Gain (BNG) through integrated green infrastructure and habitat enhancements.
  • Financial contributions secured via a Section 106 agreement1 for affordable housing, education, transportation, bus service funding, real-time passenger displays and off-site Network Rail crossing improvements.
  • Infrastructure impacts.

It was noted that the applicant team would be available to answer any questions. A rewording of condition 14 was proposed, to specify the plots within the scheme.

Land off Alverley Lane, Balby

The committee was scheduled to discuss a full planning application for 186 residential units, associated car parking, garages, vehicular, pedestrian and cycle access and infrastructure, public open space, landscaping, a pumping station, foul and surface water drainage infrastructure and biodiversity enhancements, with vehicular access from Alverley Lane, Balby. The application was reported to the planning committee due to the number of representations received.

The key issues outlined for consideration were:

  • The proposal seeks full planning permission for the erection of 186 dwellings within a site allocated for housing in the adopted Doncaster Local Plan - Site Allocation Ref: MUA48.
  • The site is allocated for housing within the Doncaster Local Plan and is therefore acceptable in principle.
  • The development would be sufficiently mitigated as to not cause an unacceptable level of harm to neighbouring properties, the highway network, trees, ecology, flood risk, archaeology or the wider character of the area - subject to suitably worded conditions and the provision of a legal (S106) agreement securing: affordable housing, biodiversity net gain, green belt compensation, bus stop improvement works and bus service improvements, a travel plan bond, provision of a signalised junction, a commuted sum for maintenance of signals (10 years), and revalidation of 2 no. signalised junctions.

It was noted that Mr Stephen Courcier (agent) and Mr Adam Bradley (highways consultant) would be speaking in support of the application, sharing their allocated time. Mr Ben Hunter (education consultant) was scheduled to be available to answer questions relating to school place provision. Mr Martin Teasdale (local resident) and Councillor Ioan-Emanuel Crăciun (ward member) were scheduled to speak in opposition to the application.

Condition 2 was scheduled to be amended to update the revision numbers of plans. A report correction noted that the summary section reference to signalisation of the junction was an error, and that this would be secured via condition 12 and a Section 278 application2 under the Highways Act 1980. It was also noted that the figures for the Travel Bond and the commuted sum for signal maintenance in paragraphs 7.106 and 8.1 were incorrect, with the correct figures being £28,950.90 and £42,216.53 respectively.

84 Sargeson Road, Armthorpe

The committee was scheduled to discuss a change of use application from Class C3 residential to Class C2 Children's Care Home for 3 children at 84 Sargeson Road, Armthorpe. The application was reported to the planning committee due to the number of representations received.

The key issues outlined for consideration were:

  • The principle of the change of use from a residential dwellinghouse to a Children's Care Home is acceptable in policy terms.
  • The existing dwelling is a large 4-bedroom detached property with off road car parking. The property will facilitate a maximum of 3 children who will be based at the property on a permanent basis with a small number of supervisory staff/carers working various shift patterns across a 24-hour period. No changes are proposed externally to the dwelling. The property provides good quality secure residential living accommodation.
  • Given the nature and intensity of the proposed use, it is considered that any noise and activity associated with the proposal would be similar to the occupation of the building as a residential dwelling and as such the amenity impact on neighbouring residents would not be demonstrably different or harmful.
  • The Police have confirmed that the location of the proposed children's residential home does not suffer from elevated levels of anti-social behaviour or criminality and the installation of security measures, and 1-1 supervisory staffing will ensure a safe, healthy and prosperous neighbourhood.
  • The site provides a suitable amount of off-road car parking which is in accordance with the adopted standards set out in the Local Plan, and therefore the development would not result in or exacerbate parking problems within the street that would lead to unacceptable highway safety implications.

It was noted that George Machin (Grace Machin Planning Consultants) had requested to speak on behalf of the applicant, and that Thomas Nelson and Adam Kimber (local residents) had requested to speak in opposition to the proposal, sharing the allocated 5 minutes. A report correction noted that paragraph 7.29 refers to paragraph 115 of the NPPF, when it should be paragraph 116.

21 Saxon Avenue, Hatfield

The committee was scheduled to discuss a full application for a change of use from residential (C3) to residential Institution (C2) for up to three children and a proposed garage conversion into habitable space to create an additional staff bedroom at 21 Saxon Avenue, Hatfield. The application was reported to the planning committee due to the number of representations received.

The key issues outlined for consideration were:

  • The principle of the change of use from Class C3 residential to Class C2 Children's Care Home use is acceptable within residential areas.
  • The internal living space and private garden space is sufficient to accommodate the proposed use.
  • The noise and activity associated with the proposal would be similar to the occupation of the property as a C3 dwellinghouse therefore the amenity impact on neighbouring residents would not be demonstrably different or harmful.
  • The Police have confirmed that the location of the proposed children's residential home does not suffer from elevated levels of anti-social behaviour or criminality and there is insufficient evidence to suggest that the proposed use would result in an increase of crime. The installation of security measures and the supervision of the property by care staff across a 24-hour period will contribute to a safe, healthy and prosperous neighbourhood.
  • The proposed property has sufficient off road and on street parking available to accommodate the proposed use. At any one time, the property will accommodate a maximum of two staff working rotational shift patterns across a 24-hour period and a manager working 09:00-17:00 on Monday-Friday. Vehicle movements associated with the proposed use will operate in a similar way to a C3 dwellinghouse. As such, the proposed use will not result in an unacceptable impact on highway safety or a severe residual impact on the highway network.
  • The proposal involves minor external alterations by replacing the existing garage door with a window and surrounding brick. The alterations are sympathetic to the host dwelling and character and appearance of the residential street scene.

It was noted that Mike Wren (the applicant) had requested to speak in support of the proposal. A report correction noted the omission of information regarding care staff changeovers occurring 'every other day'.

  1. In UK planning law, Section 106 agreements, also known as planning obligations, are legal agreements between local authorities and developers; these are linked to planning permissions, and can require developers to make contributions to local infrastructure or amenities.

  2. Section 278 of the Highways Act 1980 allows developers to enter into an agreement with the local highway authority to carry out works on the public highway.
