The Cauliflower Public House - New Premises Licence Application
The Licensing Sub-Committee were scheduled to discuss a new premises licence application for The Cauliflower Public House, located at 553 High Road, Ilford, IG1 1TZ. The application was submitted by Temidayo Adeleke under section 17 of the Licensing Act 20031 to authorise live music, recorded music, performances of dance, late night refreshment and the supply of alcohol.
The report pack included details of the hours requested for licensable activities:
- Live music: Monday to Wednesday 17:00 until 02:00 the following day, Thursday to Saturday 17:00 until 04:00 the following day and Sunday 17:00 until 03:00 the following day.
- Recorded music: Monday to Wednesday 17:00 until 03:00 the following day, Thursday & Sunday 17:00 until 04:00 the following day and Friday & Saturday 17:00 until 05:00 the following day.
- Performances of dance: Monday to Thursday 20:00 until 02:00 the following day and Friday to Sunday 20:00 until 04:00 the following day.
- Late night refreshment: Monday to Wednesday Midnight until 03:00, Thursday & Sunday Midnight until 04:00 and Friday & Saturday: Midnight until 05:00.
- Supply of alcohol for consumption on the premises: Monday to Wednesday 12:00 until 03:00 and Thursday to Sunday 12:00 until 04:00.
- Hours premises are open to the public: Monday to Wednesday 12:00 until 04:00 and Thursday to Sunday 12:00 until 05:00.
The report pack noted that the application described the premises as:
a bar and upstairs lounge / banqueting hall which will be opened to members of the public at 12pm and close by 5am. The restaurant will be Mediterranean / Lebanese fusion.
The report pack stated that one representation had been received from another person, and two from responsible authorities, namely the Metropolitan Police Licensing Team and the Council's Licensing Enforcement Team. The concerns raised were in relation to the prevention of crime and disorder, public safety, and the protection of children from harm, and prevention of public nuisance licensing objectives.
The premises are located within the Ilford Town Cumulative Impact Zone (CIZ)2. The council's Statement of Licensing Policy says that in a CIZ, there is a presumption that applications for new premises licences will be refused, unless the applicant can demonstrate that granting the application will not add to the cumulative impact.
The Licensing Sub-Committee were asked to consider the application and decide whether to:
- Grant the application
- Grant the application, including the addition of terms and conditions
- Grant the application in part only, including the addition of terms and conditions
- Reject the application
The report pack included copies of the application and supporting documents, the premises layout plan, Google street views and a location map, the representation from another person, responsible authority representations and the Ilford Town CIZ Map.
Procedure for Licensing Hearings
The Licensing Sub-Committee were scheduled to follow a set procedure for the licensing hearings. The chair was expected to explain the procedure to be adopted at the hearing. An officer of the Licensing Authority would present a factual summary of the application.
The sub-committee would then consider evidence from:
- The applicant, including any witnesses.
- Each responsible authority making a relevant representation.
- Each interested party making a relevant representation.
Each party would then be given the opportunity to sum up. The sub-committee would then decide the matter in private, and official notice of the decision would be sent to all parties within 5 working days.

A Cumulative Impact Zone (CIZ) is an area where the concentration of licensed premises is believed to be having a negative impact on the local community. In these zones, it is more difficult to obtain a new license or extend the hours of an existing one. ↩
