Summary
The Licensing Sub-Committee of Wandsworth Council met on 1 July 2025 to consider an application for a new premises licence for the Indie Wine Club. The application was prompted by the expansion of the business into an adjacent unit. Councillors were scheduled to consider representations made in relation to the licensing objectives1.

The Licensing Sub-Committee were scheduled to consider a report by the Director of Environment and Community Services as Chief Licensing Officer, regarding an application from Indie Wines Ltd for a new premises licence for the Indie Wine Club, located in Tooting Market.
The Indie Wine Club already holds a premises licence for Unit 16A, but the business has expanded into Unit 16, requiring a new licence to cover the extended site. If the application is granted, the current licence for Unit 16A will be surrendered to the Council. According to the report pack, the new application mirrors the hours and activities of the current licence.
Indie Wines Ltd has applied for a new premises licence to allow:
- The sale of alcohol for consumption on and off the premises from 09:00 to 23:30, Sunday to Saturday.
- Late night refreshment from 23:00 to midnight, Sunday to Saturday.
The report pack notes that the responsible authorities2 were notified of the application, and the applicant advertised the application as required.
Representations
The Council can only consider representations if they relate to the promotion of the licensing objectives.
The Trading Standards Officer requested conditions relating to:
- Maintaining a record of refusals log, available to authorised officers.
- Appropriate age checks.
- Staff training.
- Maintaining records of staff training, available to authorised officers.
These requests relate to the prevention of crime and disorder and the protection of children from harm. The applicant amended the application to include these conditions, satisfying the concerns of the Trading Standards Officer.
One representation was made by a member of the public, Brionie Sherriff, regarding crime and disorder and public nuisance, specifically:
- Concerns about anti-social behaviour and noise from patrons using the outdoor seating area, which is designated by Wandsworth Council.
Following the objection, the applicant offered a condition to prevent customers from taking open containers of drinks outside to consume, mirroring a condition from the existing licence:
Open Containers - All sales of alcohol for consumption off the premises shall be in sealed containers only and shall not be consumed on the premises.
As no agreement has been made, the matter was scheduled to be decided at the hearing.

The Licensing Sub-Committee were scheduled to consider the Council's Statement of Licensing Policy and the Government's Statutory Guidance, as well as the representations made and evidence heard. The following policies were listed as relevant to the application:
