The Kensington and Chelsea Licensing Sub-Committee met to consider a notice to hold a temporary licensable event at Trejos Tacos, 299-301 Portobello Road, during Notting Hill Carnival. Objections to the temporary event notice (TEN) had been received from the Metropolitan Police and the Environmental Health Noise and Nuisance Team. The report pack included the temporary event notice, the objections, and extracts from the council's Statement of Licensing Policy.
Trejos Tacos, 299-301 Portobello Road, W10 5TD - Temporary Event Notice
The sub-committee was scheduled to consider a Temporary Event Notice submitted by Mr Armit Nathan, for Trejos Tacos, for Sunday 24 August 2025, to allow the sale of alcohol during Notting Hill Carnival between the hours of 12:00 and 22:00. Mr Armit Nathan estimated that the maximum number of people in attendance at any one time would be 60.
PC Tom Stewart of the Metropolitan Police objected to the TEN on the grounds of the prevention of crime and disorder and public safety. PC Tom Stewart raised concerns that there was no plan indicating where the sale of alcohol would take place, and that an external bar would negatively impact crowd movement.
Mr Philip Richardson of the Environmental Health Noise and Nuisance Team, also objected to the TEN, on the grounds of the prevention of public nuisance and public safety. Mr Philip Richardson said that the location of Trejos Tacos was on a very congested area of Portobello Road, and that the TEN was likely to worsen congestion by drawing and holding people at the site. Mr Philip Richardson also raised concerns about the lack of a specific plan and risk assessment.
Mr Armit Nathan, the premises user, had previously applied for a licence to trade on the forecourt of Trejos Tacos, but it was turned down due to concerns regarding overcrowding. Mr Armit Nathan said that during the previous year's Notting Hill Carnival, other businesses in the area were trading on their forecourts, and that he was confused as to why he was not allowed to do the same. He included images in his correspondence to the council.
The sub-committee was reminded that under the Licensing Act 20031, it could take the following steps:
(a) Issue a counter notice if it considers it necessary for the promotion of any of the licensing objectives to do so,
(b) Take no action, and allow the notice to have effect, or
(c) If the premises has the benefit of a premises licence or club premises certificate impose one or more conditions which are specified on the premises licence or club premises certificate which the committee considers are not inconsistent with the carrying out of the licensable activities under the temporary event notice.

The report pack included extracts from the council's Statement of Licensing Policy, including the council's preference that event organisers give at least 28 days notice of a planned event, and that TENs are not normally served more than three months before the event is due to take place. The report pack also included a list of licensed premises within the vicinity of Trejos Tacos.
