Summary
The Licensing Sub-Committee of Bexley Council was scheduled to convene to consider a licensing application for Morley's Take Away, and to address standard agenda items such as declarations of interest.
Morley's Take Away, 33A Pickford Lane
The sub-committee was scheduled to review an application by Mr Partheepan Kirushnapillai for a premises licence for Morley's Take Away, 33A Pickford Lane, Bexleyheath, Kent, DA7 4QU. The application requests permission to sell alcohol for consumption off the premises and to provide late night refreshment, with the following timings:
- Sale of alcohol: Sunday to Thursday, 11:00 to 01:00 the following day; Friday and Saturday, 11:00 to 02:00.
- Late night refreshment: Sunday to Thursday, 23:00 to 01:00 the following day; Friday and Saturday, 23:00 to 02:00.
- Opening hours: Sunday to Thursday, 11:00 to 01:00 the following day; Friday and Saturday, 11:00 to 02:00.
According to the report pack, Mr Kirushnapillai stated that the application was to extend services to 1am on weekdays and 2am at weekends, due to requests from local customers and night workers. The report pack also states that alcohol would be delivered with a minimum food order value of £12.00, and would not be available to order in the store.
The report pack notes that a previous application for the premises was refused by the sub-committee on 5 December 2024. The decision notice for the previous application is included as appendix A to the report.
As part of the application, steps were volunteered to promote the licensing objectives1, including:
- Maintaining a CCTV system.
- Adopting a

policy[^2]. - Keeping records of staff authorised to sell alcohol, and their training.
- Maintaining a register of refused sales of alcohol products.
- Keeping an incident report register.
- Carrying out due diligence checks to ensure people ordering alcohol for delivery are over 18.
- Ensuring alcohol deliveries are only permitted to a registered address, with proof of age validated by the delivery person.
- Implementing measures to prevent public nuisance, such as restrictions on waste collections and deliveries, and displaying notices requesting patrons to respect local residents.
Representations against the application were received from the Police, the Licensing Authority, the Environmental Health Service, and 10 other persons. Copies of the representations are included as appendix D to the report, with additional information from Kate Ward included as appendix E.
Additional information from the Police and Licensing Authority noted that a routine inspection on 9 May 2025 found the premises open and trading beyond permitted hours. This information is included as appendix G.
The agent acting on behalf of the applicant requested that correspondence included as appendix H be put before the sub-committee members.
The Planning Department advised that planning permission would be required to operate outside the hours stipulated in planning ref: 13/01708/FUL.
The hours of use shall be restricted to 10.30 a.m. to 11.00 p.m. Monday to Thursday, 10.30 a.m. to 11.30 p.m. on Fridays and Saturdays and 11.00 a.m. to 10.30 p.m. on Sundays and Public Holidays.
Reason: In the interests of the amenities of surrounding properties.
