Carpenters Estate Redevelopment

The application was accompanied by an Environmental Statement.
The report pack noted that the London Legacy Development Corporation (LLDC) had previously considered this application on 27 February 2024, but did not issue a decision notice before planning powers were transferred back to Newham Council on 1 December 2024. The committee was advised that the LLDC's resolution was a strong material consideration and that the council should be consistent in its decision-making.
Data Centre Reserved Matters
The committee was scheduled to discuss two reserved matters applications concerning land at the Former Paint Factory And Central Thameside West, North Woolwich Road, Silvertown. These applications sought approval for the layout, scale, access, appearance, and landscaping of two data centre buildings (Class B8) within Zones 2 and 3, pursuant to a hybrid planning permission granted on 20 December 2024.
The applications were accompanied by statements confirming their conformity with a previously approved Environmental Statement. The report pack noted that the applications may affect the settings of listed buildings and/or the character and appearance of a Conservation Area.
Brampton Manor Academy
The committee was scheduled to consider a full planning permission for the part demolition of the existing 6th Form building at Brampton Manor Academy, Roman Road, East Ham, and construction of a three-storey replacement. The proposed building would feature updated classrooms and a larger common room with a connected study centre.
The application had been deferred at a previous meeting on 20 May 2025, due to the applicant's rejection of obligations related to local labour and a financial contribution. The report pack noted that officers had reviewed the application further.
Glory House Variation
The committee was scheduled to consider a Section 73 application to vary conditions attached to a planning permission (reference 24/00192/FUL) for the Glory House, 2 Tabernacle Avenue, Plaistow. The variations related to conditions concerning phasing plans, sustainable urban drainage systems1 (SuDs), waste and recycling plans, and a condition specifying the relevant category of M4(3) for accessible housing.
