Councillor Sarah Williams, Cabinet Member for Housing and Planning (Deputy Leader) approved a £4.8 million contract for borough-wide external and communal refurbishment works on council homes, as an interim measure before a longer-term partnering contract is fully operational. The contract, awarded to Contractor A, will run for two years, with a possible one-year extension depending on budget availability. The meeting also noted that filming was taking place.
Borough Wide External & Communal Measured Term Contract
Councillor Sarah Williams approved the award of a Measured Term Contract (MTC) to Contractor A for £4.8 million, covering external and communal refurbishment works across the borough. This contract is intended as a temporary solution until a larger partnering contract is mobilised.
The contract aims to bring all council housing stock up to the Decent Homes Standard1 by 2028. The works will apply to all types of council homes, including blocks, street properties, houses, and supported housing. The MTC will facilitate essential works such as:
- Roof replacement
- Landscaping
- Renewal of communal flooring
- Other essential external works
The procurement process involved a tendering exercise via the London Construction Programme Housing Framework, which resulted in eight bids. Tenders were evaluated based on 60% price, 30% quality, and 10% social value. Contractor A achieved the highest score with 85.12%, offering the most economically advantageous tender price, qualitative delivery proposal, and social value score.
A Letter of Intent was approved for £480,000, representing 10% of the contract sum, and professional fees of £274,576 were also approved, representing 5.72% of the contract sum.
The council expects that all future major works will be delivered via partnering contractors.
The report noted that tenderers were asked to provide social value submissions, accounting for 10% of the total tender score. The London Borough of Haringey is dedicated to a performance and evidence-based approach to Social Value, using the National TOMs (Themes, Outcomes, and Measures) System2 developed by the Social Value Portal. Bidders were required to propose credible targets for the following performance areas:
- Local employment: The number of residents employed directly or through the supply chain.
- Local supply chain spend: The amount spent within the local supply chain.
Alternative options were considered, such as procuring the works via Major Works Partnering Contracts, but this was deemed unsuitable as the Partnering Contracts were unlikely to be active until 2026. Procuring individual projects was also considered but rejected due to higher costs and longer timeframes.

Exclusion of Press and Public
The press and public were excluded from the remainder of the meeting because the items to be discussed contained exempt information as defined under paragraph 3, Part 1, Schedule 12A of the Local Government Act 1972.
