The Licensing Sub-Committee of Wandsworth Council was scheduled to convene on 17 September 2025 to consider licensing applications for two establishments. These applications were made under the Licensing Act 2003, which requires councils to carry out their licensing functions with the aim of promoting the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The sub-committee was expected to review the applications, consider feedback from responsible authorities, and determine whether to grant, modify, or reject the applications.

However, prior to the meeting, both applications were withdrawn, so the meeting did not need to take place.

Zee's Kitchin

Zee's Kitchin LTD, a fast-food restaurant located at 660 Garratt Lane, London, SW17 0NP, had applied for a new premises licence. The application sought permission to provide late-night refreshment from 23:00 to 00:00 on Thursdays, and from 23:00 to 02:00 on Fridays and Saturdays.

The London Fire Brigade (LFB) had raised concerns regarding fire safety at the premises. According to the report pack, the LFB stated that they had:

not received all of the information required/and have not therefore been able to form a judgement as to whether the public safety objective of the Licensing Act has been adequately addressed.

Specifically, the LFB had requested a set of scaled plans and a copy of the fire risk assessment for the premises. The applicant was reportedly in discussion with the Fire Safety officer to address these concerns.

The report pack included details of the conditions arising from the applicant's operating schedule, including the installation and maintenance of a CCTV system, the keeping of a security incident book/log, and measures to ensure the responsible conduct of the premises, such as a clear window policy and notices requesting customers to leave quietly.

Vermicelli Restaurant

The Polish Way Ltd, operating Vermicelli Restaurant, located in Tooting Market, 21-23 Tooting High Street, London SW17 0RH, had applied for a new premises licence to cover an expansion of their existing restaurant. Vermicelli Restaurant specialises in Italian dishes. The application requested permission to sell alcohol for consumption on and off the premises from 09:00 to 00:00, Monday to Sunday, and to provide late-night refreshment from 23:00 to 00:30, Monday to Sunday.

The application also included a request for extended hours on New Year's Eve, with the sale of alcohol and late-night refreshment until 02:00 on New Year's Day, and opening hours from 09:00 on New Year's Eve until 02:30 on New Year's Day.

Similar to the application for Zee's Kitchin, the LFB had raised concerns regarding fire safety at Vermicelli Restaurant, stating that they had not received all the necessary information to assess whether the public safety objective of the Licensing Act had been adequately addressed. The LFB had requested scaled plans and a copy of the fire risk assessment. The applicant was reportedly in discussion with the Fire Safety officer to resolve these issues.
