Summary
The Chiswick Area Forum met on 13 October 2025, with Councillor Jack Emsley as Chair. The agenda included an introduction to the Chiswick Flower Market, an update on dockless e-bike hire, and an open forum for members of the public to raise local concerns. Councillors were also scheduled to discuss ongoing issues and track their progress.
Dockless e-bike hire update
The forum was scheduled to receive an update on the dockless e-bike hire scheme operating in the area. The previous meeting heard that Councillor Peter Thompson would follow up on the enforcement of abandoned e-bikes with council officers. Residents had raised concerns about e-bikes being abandoned outside of designated charging and parking bays.
Chiswick Flower Market
The meeting was scheduled to include an introduction to the Chiswick Flower Market. The Chiswick Flower Market is a monthly flower market held on Chiswick High Road.
Open Forum
The agenda included an Open Forum session, which was scheduled to take place close to 9.00 p.m. and last for approximately 20 minutes. This was an opportunity for members of the public to raise matters of local concern. According to the agenda, detailed discussions or responses may not have been possible at the meeting, but points raised would be noted and used to inform the work of the Area Forum.
The protocol for the Open Forum stated that written items should be submitted where possible, ideally by 8.15 p.m. Speakers would be allowed at the Chair's discretion, with normally only one contribution per person per item and one item per person per meeting allowed. Items already on the main agenda were not to be raised in the open forum, and items where the debate could not be contained within the public forum may be continued at a future forum or put on a future agenda with an officer's report.
The agenda pack included a pro-forma for residents to submit questions or issues in writing in advance of the meeting.
Issue Tracking
The forum was scheduled to review a list of issues raised at previous meetings and track the responses received.
The Issue Tracker included:
- Enforcement of abandoned e-bikes: This issue had been raised by residents due to e-bikes not being left in designated e-bike charging/parking bays. At the meeting held on 12 March 2025, Councillor Peter Thompson advised that council officers had met with representatives from Lime to discuss the abandoned bikes, and Lime undertook to be more proactive in collecting them.
- Notifications from 'fix my street' app: Councillor Joanna Biddolph had raised the issue of too many notifications being sent to councillor's email accounts after they reported something on the 'fix my street' app[^2] and asked whether there was a way to reduce the number of notifications received. [^2]: FixMyStreet is a website and app that allows people to report problems to their local council, such as potholes, broken streetlights, and graffiti.
- Contactless card parking machines: Following a request from a resident for contactless card machines for parking bays in Chiswick, it was agreed that the issue be added to the tracker so that members could update on any plans for contactless machines. The issue of 30-minute free parking bays was also added to the issue, particularly the 15p admin cost to get a free parking ticket from the machines.
- Petition from Abinger Road Resident's Association: A petition had been submitted to the council requesting traffic calming measures to reduce the volume and speed of traffic in Abinger Road.
- Installation of a lift at Turnham Green station and request for the Piccadilly line to regularly stop at Turnham Green station: A resident asked that the longstanding requests for the Piccadilly line to stop at Turnham Green Station and for a lift to be installed at the station be followed up and progressed.
- Recycling from flats above shops: Councillor Joanna Biddolph asked for the issue to be added to the tracker, stating that it was a longstanding issue that still needed a resolution.
- Gunnersbury Park Events: Councillor Joanna Biddolph asked for the issue to be added to the tracker as she felt it was a continuous year-long issue that needed to be monitored.
- Chiswick House & Gardens Conservatory: Councillor Ron Mushiso requested that this item be added to the tracker so that it could continue to be monitored. Chiswick House & Gardens is a historic house and gardens in Chiswick.
