The council also approved the appropriation of land at the corner of Seven Sisters and St Ann’s Road from housing purposes to planning purposes, and then back to housing purposes after completion of the development. This is in accordance with section 122 of the Local Government Act 19722.

Mallard Place (Chocolate Factory Phase 2)

The cabinet approved the tendering of the works contract for Mallard Place (Chocolate Factory Phase 2). This will deliver 150 homes towards the council's house building target of 3,000 council homes by 2031.

Funding Affordable Housing

The cabinet approved a strategy for the purchase and lease of residential accommodation, as well as the development and incorporation of a Limited Liability Partnership (LLP) to help fund affordable housing through long-term institutional finance. The LLP will initiate a market exercise to select a suitable funder, which will include a registered provider3 associated with the funder. This will enable the application of GLA Grant Funding4.

An initial capital budget of up to £5 million, funded from the capital programme contingency budget, was agreed for the negotiated purchase price of the Residential Housing Units and associated costs within the Council’s Capital Programme.

Councillor Chandwani asked about the risks of the scheme, and officers said that it was too early to consider what these risks would be at this early stage, but that the Cabinet would receive future updates on the development of the policy. Officers stressed that the biggest risk would be not getting the correct deal for Haringey, but that officers would work to ensure that the Council got the best deal.

Housing Policies

Tenancy Management Policy

The cabinet approved the adoption of the draft Tenancy Management Policy, which will come into effect from 4 November 2025. The policy outlines the council’s approach to tenancy management for council tenants and their households, and helps the council meet the Social Housing Regulator’s consumer standards.

Tenancy Strategy

The cabinet approved the adoption of the draft Tenancy Strategy, which will also come into effect from 4 November 2025. The strategy sets out the council’s expectations for registered providers of social housing in the borough, providing guidance and support on letting social housing, developing housing policies, and supporting residents to live independently and sustain their tenancies.

Print and Post Services

The cabinet approved the commencement of procurement activities to procure a services contract for the provision of secure print and postal services to support revenues and benefits, housing, planning, and pensions. The current contract expires in January 2026.

Councillor Hakata asked about reducing the amount of postage used, and officers explained that the council would seek to encourage residents to receive digital communication and billing wherever possible and feasible.
