The Audit and Corporate Governance (Appointment Panel) Sub-Committee met to discuss the shortlisting of candidates for the position of Director of Adult Social Care Operations. The Sub-Committee was also scheduled to elect a chair for the duration of the meeting. Some of the meeting may have been held in private due to the discussion of exempt information.
Director of Adult Social Care Operations – Shortlisting Panel
The Sub-Committee was scheduled to consider a report from the Director of People and Inclusion regarding the process and practice for shortlisting candidates for Chief Officer positions. The report provided background information to assist the Sub-Committee in its role.
According to the agenda, the People and Inclusion team were to supply the applications and CVs of the candidates, as well as the results of technical interviews, to all members on a strictly confidential basis. The Sub-Committee was to consider the application material against the applications.
The report recommended that the Audit and Corporate Governance (Appointment Panel) Sub-Committee:
- Notes the job details for this post and the progress made to date.
- Provides observations on the recommendations for the shortlist as set out in the report and agrees to the final shortlist.
According to the Director of Adult Social Care Operations shortlisting panel report, the role of Director of Adult Social Care Operations was advertised with a closing date of 5 October 2025. The Executive Director of Adults and Health, supported by Senior People and Inclusion colleagues, undertook 'longlisting' on 9 October 2025. A 'technical' interview was undertaken by each longlisted candidate on 13 and 14 October 2025.
The Job Profile - Director Adult Social Care Operations states that:
The Director of Adult Social Care Operations plays a critical leadership role within Camden's Adult & Health directorate management team. A strategic thinker and dynamic leader that brings innovative ideas, challenges established norms and drives bold initiatives that enhance service delivery and outcomes.
The post-holder will deputise for the Executive Director Adults and Health who is also the statutory Director of Adult Social Services (DASS).1
The role is responsible for the following services:
- Adult Integrated Neighbourhoods including the MASH[^3] and Hospital Discharge
- Integrated Learning Disability and Physical Disability Service
- Mental Health Social Work
- Principal Social Worker
- Quality, Insight and Financial Services
The Local Authorities (Standing Orders) (England) Regulations 2001 set out the requirements for the appointment of senior staff.
Local Government Act 1972 - Access to Information
The Sub-Committee was asked to consider excluding the public and press from the meeting during consideration of the item regarding the Director of Adult Social Care Operations - Shortlisting Panel. This was because the agenda contained information that was considered exempt under Schedule 12A to the Local Government Act 1972. Specifically, it was thought that publicity would be likely to lead to the disclosure of information relating to individuals, or information which is likely to reveal the identity of individuals, by virtue of the Local Authorities (Executive Arrangements) (Access to Information) (Amendment) (England) Regulations 2006.
