The Cabinet Member for Property, Waste and Infrastructure approved the sale of three properties: 28 St. Martin's Close, 1 Cowslip Cottages, and Woodman's Cottage, conditional on the surrender of head leases held by Halsey Garton Residential Limited (HGR). The sales follow an open market campaign for the disposal of these freehold assets.
Disposal of Multiple HGR Properties
The Cabinet Member for Property, Waste and Infrastructure, Councillor Natalie Bramhall, approved the recommendations outlined in the report regarding the disposal of multiple properties owned by Halsey Garton Residential Limited (HGR).
The decision included the approval of the sale of:
- 28 St. Martin's Close, East Horsley, Leatherhead, KT24
- 1 Cowslip Cottages, Cowslip Lane, Mickleham Dorking, RH5
- Woodman's Cottage, (2 Keepers), Norbury Park, Fetcham, Leatherhead, KT22
The sales are conditional upon the simultaneous surrender of the head leases held over the assets by HGR, which has been agreed by the HGR board. Councillor Natalie Bramhall also approved the HGR premiums for the surrender of its interest from the gross receipts, noting that there was debt aligned to these assets, with parties bearing their own costs and appointments of their own professional team.
The report Disposal of Multiple HGR Properties stated that the assets are offered with full vacant possession.
A query was raised during the meeting regarding whether the properties had been declared surplus1. It was clarified that all of the HGR properties were declared as surplus via the Strategic Investment Board on 6 June 2025, as documented in the Decisions Tuesday 28-Oct-2025 document.
