The Northamptonshire Integrated Care Partnership ¹ met to discuss neighbourhood services, system transitions, proactive care models, and the progress of anchor institutions. The meeting, held at the Great Hall, Guildhall, Northampton, was scheduled to be chaired by Councillor Laura Couse.

Neighbourhood Services and New Models of Care

Nicki Adams, Director of Integration, NHS Northamptonshire ICB, and David Williams were scheduled to deliver a presentation and workshop on neighbourhood services and new models of care.

The report pack included minutes from a previous meeting on 10 June 2025, which stated that NHS England requires lead organisations to undertake four key priorities during 2025/2026:

• Standardising 6 core components of existing practice to achieve greater consistency of approach
• Bringing together the different components into an integrated service offer to improve coordination and quality of care, with a focus on people with the most complex needs.
• Scaling up to enable more widespread adoption.
• Rigorously evaluating the impact of these actions, ways of working and enablers both in terms of outcomes for local people and effective use of public money.

The six core components of existing practice were listed as: population health management, modern general practice, standardising community health services, neighbourhood multi-disciplinary teams (MDTs), integrated intermediate care, and urgent neighbourhood services.

The Executive Director Adults, Health Partnerships and Housing, NNC, and the Interim Director of Public Health, WNC, were scheduled to give an overview of a Neighbourhood Health Geography proposal, which included:

• System and Place incorporating population health management to develop interventions, including complex service delivery.
• Neighbourhoods multi-disciplinary neighbourhood teams working with children, young people and adults connected to general practice.
• Local Area Partnerships (LAPs) focusing on the wider determinants of health and challenging health inequalities.

System Transition Change

Toby Sanders, Chief Executive, NHS Northamptonshire Integrated Care Board, was scheduled to give a presentation on system transition change.

The report pack included minutes from a previous meeting on 10 June 2025, which stated that there was a national policy decision in March requiring Integrated Care Boards to reduce running costs by 50% by December 2025. The aim of the decision was to generate savings to support front line services by:

• Reducing duplication of functions across organisations.
• Clarifying roles and responsibilities, particularly provider oversight.
• Preparing ICBs and wider organisations for delivery of the national NHS 10-Year Plan.
• ICBs will remain as more focused 'strategic commissioning' organisations.

Evolving Models of Proactive Care

Kerry Purnell was scheduled to give a presentation on evolving models of proactive care.

Anchor Institutions

Shirley Plenderleith, Assistant Director Public Health, West Northants Council, was scheduled to give a presentation on the progress of anchor institutions.

The report pack included minutes from a previous meeting on 10 June 2025, which stated that leads have now been appointed to each of the four workstreams: positive employment opportunities, empowering younger generation, enhancing sustainability and maximising social value.
